Amman, Jordan – In collaboration with the Ministry of Environment, represented by its Secretary General Dr. Omar Arabiyat, and the Norwegian Ministry of Climate and Environment, GGGI Jordan convened the Third Steering Committee Meeting for the project funded by the Norwegian Article 6 Climate Action (NACA) Fund in Jordan, which aims to develop greenhouse gas emissions reduction projects in the waste management sector.

Steering Committee members discussed project progress, including Norway’s feedback following the review of proposed interventions, as well as proposed next steps on both the legal and technical aspects. The second part of the meeting featured a training session on Article 6 transaction agreements, including term sheets and Mitigation Outcome Purchase Agreements.

Reaffirming Jordan’s long-standing commitment to climate action, Dr. Omar Arabiyat, Secretary General of the Ministry of Environment, noted that Jordan has long been proactive in adopting global initiatives to address climate change, and that its ambition today is to be among the first Arab countries to participate in carbon markets under Article 6 of the Paris Agreement. He added that this direction builds on Jordan’s previous experience under the Clean Development Mechanism and represents an important opportunity to strengthen bilateral cooperation with Norway, develop new or expanded emissions reduction projects in the waste management sector, and enable the private sector to serve as a key partner in implementing these projects.

Stig Svenningsen, Deputy Director General at the Norwegian Ministry of Climate and Environment, reaffirmed Norway’s commitment to high-integrity Article 6 cooperation. “Norway is pleased to continue working closely with Jordan, the Ministry of Environment, and GGGI through the NACA Fund. The progress achieved to date demonstrates Jordan’s strong commitment to developing credible mitigation opportunities that can contribute to climate ambition, sustainable development, and effective international cooperation under the Paris Agreement”.

Christophe Assicot, Country Representative of GGGI Jordan, emphasized that the signing of the Bilateral Agreement between Jordan and Norway reflects both countries’ leadership in advancing practical cooperation under Article 6 of the Paris Agreement. He noted that Jordan is once again among the fastest-moving countries in the region on carbon market readiness and praised the forward-looking vision of the Ministry of Environment and Steering Committee members. He added that the Third Steering Committee Meeting marks an important step toward the legal and technical preparations needed to move high-integrity mitigation activities in the waste management sector toward implementation.

The NACA Fund supports countries in developing projects in the waste management sector that generate internationally tradeable greenhouse gas emissions reductions, attract private sector investment, and promote climate action that is both environmentally effective and economically beneficial for participating countries.
