GCF Readiness and Preparatory support project rationale

Rwandas National Roadmap for Green Secondary City development was elaborated as a tool to implement the National Strategy for Green Growth and Climate Resilience, EDPRS 2 priority areas of facilitating and managing urbanization, and promoting secondary cities as poles of growth and centres of non-agricultural economic activities. In tandem, the Government of Rwanda has adopted a National Urbanization Policy, Rwanda urban planning code, and ministerial orders related to urban development plans elaboration.

The readiness project supported the review of the detailed physical plans to incorporate green growth principles, identification of green growth and climate resilient projects, and strengthened the NDA and NCT capacity for oversight and fund mobilization for climate change adaptation and mitigation. While the focus city was Nyagatare, the remaining five cities benefited from the process with green growth principles and identification of projects cutting across all the cities.

The resulting green city detailed physical plans will provide the government of Rwanda and Secondary Cities, with clear tools and strategies enabling operationalization of the National Roadmap for Green Secondary Cities Development and implementation of the National Urbanization policy. This as part of the achievement of the Nationally Determined Contributions to the Climate Paris Agreement (NDCS), focusing on both climate change mitigation and adaptation outcomes.

Objectives of the workshop

  • Strengthen understanding of engagement with GCF for climate finance and green investment opportunities in Rwanda
  • Present the revised Secondary Cities and City of Kigali Detailed Physical Plans
  • Introduce the green growth and climate resilient project concepts
  • Present the report on the strengthening of the capacity of the NDA and NCT
  • Communicate the Knowledge acquired, and Lessons learnt from implementing the GCF readiness project and highlight the way forward

The workshop will be held at the Kigali Convention Centre on the 11th July 2019, from 8am to 5pm
