Paris, France,  May 5, 2025 – H.E. Ban Ki-moon, the President of the Assembly and Chair of the Council of GGG began his official meetings with European leaders in France, where he called for more unified efforts to address the climate crisis and accelerate the green and just transition.   

The alignment of the France’s climate action goals with GGGI’s vision and mission provide a fertile ecosystem for further collaboration and cooperation. Since 2020, AFD has worked with GGGI to support green growth projects around the world including the greening of Pacific financial systems and the improvement of air quality and sustainable mobility in Cambodia, among others. The Memorandum of Understanding signed this past February expands cooperation to new areas seen as critical enablers for green growth, including the mobilization of private finance. 

 “In the face of converging global crises, the growing mistrust between partners, and the declining confidence in the effectiveness of multilateralism, it is more crucial than ever to reaffirm the importance of strengthening collective, multilateral responses,” Ban Ki-moon reflected.  -“As an inclusive forum for participating countries to collaborate on a common road map for sustainable development, the climate crisis, and achieving the goal of scaling up the necessary finance, GGGI sees strong collaboration opportunities with the French Republic and the pillars of the 4P agenda for Peace, Planet, People, and Partnership,” Ban added.   

In the meeting with Gérard Larcher, President of the Senate, Mr. Ban discussed strengthening the partnerships between France and GGGI in support of France’s political objectives, including accelerating the phase-out of coal and financing renewable energy in developing and emerging countries to limit global warming to 1.5°C. 

GGGI’s President and Chair met with Bruno Fuchs, Deputy of the French National Assembly and President of its Foreign Affairs Committee, for an exchange on opportunities to advance sustainable development and clean energy transition, including through the use of innovative financial instruments. 

In the meeting between Pascal Lamy, Vice President of the Paris Peace Forum and Ban Ki-moon, the former UN Secretary-General, the leaders underscored the critical need for innovative financial solutions to accelerate the transition to a sustainable blue economy and enhance marine conservation efforts. This dialogue sets the stage for the forthcoming Monaco Blue Economy and Finance Forum, where global leaders will convene to explore collaborative approaches to financing the blue economy and advancing ocean sustainability.

반기문 GGGI 총회·이사회 의장, 프랑스 방문 계기 기후위기 대응 및 녹색전환 협력 논의

프랑스 파리, 2025년 5월 5일 – 글로벌녹색성장기구(GGGI) 총회·이사회 의장인 반기문 전 유엔 사무총장이 프랑스를 시작으로 유럽 주요 인사들과의 공식 일정을 시작했다. 이번 방문에서 반 의장은 기후위기 공동 대응과 포용적인 녹색전환 가속화를 위한 국제사회의 연대와 협력 강화를 촉구했다. 

프랑스의 기후행동 목표와 GGGI의 비전·미션은 상호 보완적인 기반 위에 있으며, 양측 간 협력은 더욱 확대될 수 있는 여지가 크다. 2020년부터 프랑스 개발청(AFD)은 GGGI와 협력하여 태평양 지역 금융 시스템 녹색전환, 캄보디아의 대기질 개선 및 지속가능한 교통 인프라 구축 등 다양한 녹색성장 사업을 공동 추진해왔다. 지난 2월 체결된 양해각서(MoU)는 민간재원 동원 등 녹색성장의 핵심 촉진 분야로 협력 범위를 확대했다. 

반기문 의장은 “전 세계가 중첩된 위기 상황에 직면하고 있는 가운데, 파트너 간 신뢰는 약화되고 다자주의의 실효성에 대한 회의도 확산되고 있다”며, “이럴 때일수록 집단적이고 다자적인 대응의 중요성을 재확인할 필요가 있다”고 강조했다. 이어 “GGGI는 지속가능발전과 기후위기 대응, 기후 재원 확대라는 공동의 목표를 향해 참여국들이 협력할 수 있는 포용적 플랫폼으로서, 프랑스와의 강력한 공조는 ‘평화(Peace), 지구(Planet), 사람(People), 파트너십(Partnership)’이라는 4P 의제 실현에 있어 중요한 기반이 될 것”이라고 덧붙였다. 

반 의장은 제라르 라르셰(Gérard Larcher) 프랑스 상원의장을 만나, 석탄화력발전 중단 가속화, 개발도상국과 신흥국의 재생에너지 확대 등 프랑스의 주요 기후정책 목표 달성을 위한 양측 간 협력 강화 방안을 논의했다. 

이어 프랑스 하원 외교위원장인 브루노 퓌슈(Bruno Fuchs) 하원의원과의 면담에서는 지속가능발전 및 청정에너지 전환 촉진을 위한 금융 혁신과 공동 이행 방안에 대한 의견이 오갔다. 

또한, 파스칼 라미(Pascal Lamy) 파리평화포럼 부회장과의 회동에서는 지속가능한 블루 이코노미로의 전환과 해양보전 강화를 위한 금융 메커니즘의 필요성이 강조됐다. 이번 논의는 향후 개최 예정인 모나코 블루 이코노미 및 금융 포럼의 사전 논의로서, 글로벌 리더들이 해양 지속가능성을 위한 금융 접근법과 협력 모델을 공유하는 계기가 될 전망이다.
