Asunción, Paraguay, April 7, 2025, – The Ministry of Environment and Sustainable Development (MADES) and the Global Green Growth Institute (GGGI) launched the project “Operationalization of Paraguay’s National Carbon Market Framework”. Funded by GGGI’s Carbon Transaction Facility (CTF), this initiative will help the government implement a robust and transparent national carbon market aligned with Article 6 of the Paris Agreement, benefiting Paraguay’s economy while supporting sustainable development.

In 2023, the country enacted Law 7190, which establishes the framework for carbon credit trading, and in February of 2025 its implementing regulations were approved, creating the Carbon Markets Directorate and launching the Carbon Credit Registry. To ensure effective implementation, this project will build and strengthen institutional and governance capacities and develop monitoring mechanisms.

The operationalization of the carbon market in Paraguay will seek to encourage the diversification of the economy, facilitating financial incentives for activities that reduce carbon emissions. At the same time, it will stimulate the use of technologies and the adoption of low-carbon solutions, as well as create new financing opportunities for environmental activities or projects that benefit society.

“The launch of this project is an important milestone in Paraguay’s strategy to strengthen the carbon market and attract international climate finance,” explains Victor González, Director of the MADES Carbon Markets Directorate. “With this initiative, we seek to generate tools that provide economic incentives to those activities that promote sustainable development in our country.”

Overall, 50 participants, including Government authorities, representatives of international organizations, the private sector and members of civil society participated in the event where the establishment of an inter-ministerial committee that will function as the governance body for the implementation of the carbon market was announced. This committee will be composed of the MADES, the Ministry of Economy and Finance (MEF), the Ministry of Foreign Affairs (MRE) and the Ministry of Industry and Commerce (MIC) allowing strong inter-ministerial collaboration to spearhead the good development of carbon markets in Paraguay.

“With this project, Paraguay positions itself as a strategic player in the international carbon market in line with Art. 6 of the Paris agreement” mentioned Aaron Drayer, deputy director of GGGI’s Carbon Pricing Unit. “Our goal is to build a carbon market that complements Paraguay’s productive activities and at the same time, creates new opportunities.”

In the coming months, the project will focus on the development of the regulatory framework, the capacity building of key stakeholders and the creation of monitoring mechanisms to ensure the proper functioning and achievements of Paraguay’s climate commitments.

Paraguay acelera la implementación de su mercado de carbono para atraer inversión climática con el apoyo de GGGI

 7 de abril, 2025, Asunción, Paraguay – El Ministerio del Ambiente y Desarrollo Sostenible (MADES) y el Instituto Global para el Crecimiento Verde (GGGI, por sus siglas en inglés), lanzó el proyecto “Operacionalización del Marco Nacional del Mercado de Carbono de Paraguay”. Financiado por el Carbon Transaction Facility, esta iniciativa ayudará al gobierno a implementar un mercado nacional de carbono sólido y transparente alineado con el artículo 6 del Acuerdo de París, beneficiando a la economía de Paraguay al tiempo que apoya el desarrollo sostenible.

En 2023, el país promulgó la Ley 7190 que establece el marco para la comercialización de créditos de carbono y en febrero del 2025 se aprobó su reglamentación para implementación, creando la Dirección de Mercados de Carbono y lanzando el Registro de Créditos de Carbono. Pero para asegurar una implementación efectiva, a través de este proyecto se construirán y fortalecerán capacidades institucionales, de gobernanza y se desarrollarán los mecanismos de monitoreo.

El funcionamiento del Mercado de carbono en Paraguay buscará alentar a la diversificación de la economía, facilitando incentivos financieros para las actividades que reducen emisiones de carbono. Al mismo tiempo, estimulará el uso de tecnologías y la adopción de soluciones bajas en carbono, como así también, creará oportunidades de financiamiento para actividades o proyectos ambientales que beneficien a toda la sociedad.

“El lanzamiento de este proyecto es un hito importante en la estrategia de Paraguay para fortalecer el mercado de carbono y atraer financiamiento climático internacional”, explicó Víctor González, director de la Dirección de Mercados de Carbono del MADES. “Con esta iniciativa, buscamos generar herramientas que brinden de incentivos económicos a aquellas actividades que promueven el desarrollo sostenible de nuestro país”.

Unos 50 participantes, incluyendo autoridades gubernamentales, representantes de organizaciones internacionales, sector privado y miembros de la sociedad civil participaron del evento en donde se anunció el establecimiento de una mesa interministerial que funcionará como el organismo de gobernanza de la implementación del mercado de carbono. Este comité estará compuesto por el MADES, el Ministerio de Economía y Finanzas (MEF), el Ministerio de Relaciones Exteriores (MRE) y el Ministerio de Industria y Comercio (MIC).

“Con este nuevo proyecto, Paraguay se posiciona como un actor estratégico en el mercado internacional de carbono en línea con el Art. 6 del acuerdo de París” mencionó Aaron Drayer, director adjunto de la Unidad de Precio al Carbono de GGGI. “Nuestro objetivo es construir un mercado de carbono que complemente las actividades productivas de Paraguay y al mismo tiempo, cree nuevas oportunidades”

En los próximos meses, el proyecto se centrará en el desarrollo del marco regulatorio, la capacitación de actores clave y la creación de mecanismos de monitoreo que garanticen el buen funcionamiento y cumplimiento de los compromisos climáticos de Paraguay.
