Pacific Finance Institutions Meet in Fiji to Boost Regional Collaboration

Nadi, Fiji, November 26, 2025 – The Association of Development Financing Institutions in the Pacific (ADFIP) officially opened its 2025 Annual General Meeting (AGM), marking an opportunity for the region’s development finance institutions to scale up coordination, strengthen financial resilience, and chart a renewed path for sustainable growth across Pacific Island countries.

ADFIP brings together development finance institutions across the region to promote sustainable and inclusive economic growth, build institutional capacity, facilitate knowledge exchange, and support coordinated approaches to development in the Pacific. Guided by its vision to be the region’s focal point for promoting sustainable development finance, the AGM reflects a shared commitment to strengthening regional financial sovereignty, unlocking green finance, and driving coordinated responses to climate challenges.

Ms. Jennifer Henry, CEO of the Bank of the Cook Islands and Chair of ADFIP, underscored the significance of this moment for the Association’s future and the broader development finance landscape in the Pacific. “Since 2023 efforts have been made to revitalize ADFIP, supported by the AFD funded Greening the Pacific Financial System project implemented by GGGI. These efforts have culminated in the convening of this AGM, which will elect the Association’s governing Board, ADFIP programs, and its future strategic direction. This gathering marks an important milestone in ADFIP’s journey and reinforces the integral role of Pacific development banks in enabling access to green finance and shaping economic development and climate action in our region.”

Ms. Elodie Vitalis, Head of Agence Française de Développement (AFD) in Fiji, emphasized the strategic importance of Pacific development banks amid growing climate and economic vulnerabilities. “In a region facing accelerating climate and economic shocks, public development banks must be catalysts of resilience and sustainable growth. ADFIP can play a decisive role by bringing Pacific financial institutions together around shared priorities and concrete action for the long-term well-being of Pacific people,” she said, highlighting the urgency of coordinated regional action.

Mr. Sakiusa Tuisolia, Pacific Regional Director of the Global Green Growth Institute (GGGI), welcomed delegates and acknowledged their dedication. “Your presence here today signifies a shared commitment to the importance of development finance institutions for the growth, resilience, and stability of our Pacific economies,” he remarked. He credited the Greening the Pacific Financial Systems Programme, funded by AFD, for facilitating ADFIP’s revival, supporting communication across member institutions, and helping develop a forward-looking Strategic Business Plan that positions ADFIP as a modern and effective platform for sustainable and inclusive financing.

During the AGM, members deliberated on key areas vital to the Association’s future, including governance structures, financial arrangements, and the election of a new Board to guide ADFIP’s strategic direction. This includes shaping a business plan designed to improve coordination among Pacific development banks, strengthen institutional capacities, and expand access to climate aligned financial instruments across the region.

ADFIP aims to scale up its role as a regional knowledge hub, strengthen its digital platforms, support the development of green and inclusive financial products, and provide a collective voice for Pacific development finance institutions in global policy discussions. Through its collaboration, ADFIP seeks to help Pacific development banks unlock new forms of financing, support climate resilience, and advance long term sustainable economic growth.

The 2025 AGM reinforces a shared regional ambition to build a stronger, more connected, and future ready development finance ecosystem for the Pacific.
