The meeting was chaired by Mr. Jongmin Kim, Deputy Director-General of the Climate Change, Energy, Environment, and Scientific Affairs Bureau at the Ministry of Foreign Affairs of the Republic of Korea (ROK), on behalf of the two co-chairs of the MPSC—ROK and Zambia. MPSC Members of Australia, the ROK, Norway, and Zambia actively participated in the discussions. They were joined by Observers from 12 Member States—including Algeria, Colombia, Ecuador, Kenya, Kiribati, Luxembourg, Mexico, Morocco, Papua New Guinea, Peru, Philippines, and Tajikistan —reflecting broad and continued global engagement. The hybrid format successfully convened 40 participants in total, including GGGI Executive Director Kim and Secretariat staff, with delegates joining both in-person and online.

The MPSC reviewed and discussed key aspects of GGGI’s performance, strategic direction, and institutional priorities. Discussions covered the organization’s 2025 Programmatic Results, the 2026 Work Program and Priorities, and the planning directions for the 2027–2028 Work Program and Budget. Members also considered updates on membership expansion, Host Country Agreements, and country programming, as well as core-equivalent contributions by Members and donors. The MPSC reviewed progress on the implementation of the Mid-Term Evaluation of Strategy 2030 and received updates on GGGI’s evaluation function, staffing and staff well-being, and the proposed process for the election of the President of the Assembly and Chair of the Council. In addition, Members discussed GGGI’s emerging Green Shipping Initiative. Financial oversight remained a key focus, with the MPSC reviewing the 2025 Financial Results and 2026 Operational Budget, and, in a dedicated session, reviewing and endorsing the 2025 Audited Financial Statements.

The MPSC will reconvene for its 23rd meeting on 25 June 2026, which will be preceded by E-Consultations from 11–19 June 2026.
