Port Moresby, Papua New Guinea, December 2, 2025 – The Global Green Growth Institute (GGGI) and PNG Power Limited (PPL) have formalized a new partnership with the signing of a Memorandum of Understanding (MoU) that aims to accelerate green, inclusive, and climate-resilient energy development across PNG.

The MoU establishes a collaborative framework to support the design, development, financing, and implementation of PPL’s climate change investments, aligned with Papua New Guinea’s national priorities, the 2030 Agenda for Sustainable Development, and the Paris Agreement.

PNG Power Limited, as the nation’s primary electricity supplier, plays a crucial role in powering economic development and expanding reliable energy access throughout urban and rural communities.

“This partnership represents a critical step toward Papua New Guinea’s clean energy transition,” said Muhammad Ali Shaikh, the Country Representative for GGGI Papua New Guinea, Solomon Islands and Vanuatu. “By combining GGGI’s global expertise in green growth with PPL’s central role in PNG’s energy landscape, we are paving the way for transformative, high-impact climate investments that will benefit communities nationwide.”

The collaboration between the two institutions is grounded in a shared belief that joint efforts will help maximize development impact and strengthen PNG’s ability to meet energy demand while advancing climate resilience.

Under the MoU, GGGI and PPL will work together on conducting feasibility studies, project design, and mobilizing climate finance for electricity infrastructure and green energy initiatives across PNG; strengthening PPL’s institutional, technical, and operational capabilities to improve service delivery and long-term sustainability of the electricity sector; increasing national and international public and private investment flows to turn green growth strategies into implementable projects; and undertaking additional areas of cooperation mutually agreed upon by both parties.

“PPL welcomes this collaboration with GGGI, which brings the technical expertise and global networks needed to unlock transformational energy investments,” said Paul Bayly, the Chief Executive Officer of PNG Power Limited. “Together, we aim to deliver reliable, sustainable, and climate-resilient power solutions for the people of Papua New Guinea.”
