Kampala, Uganda | July 15, 2026. Makerere University, through the Centre of Excellence for Africa Climate-Sensitive Macroeconomic Modelling (CEACM), launched five policy briefs on Uganda’s Natural Capital Accounts to strengthen climate-informed economic planning and promote the integration of natural capital into national development priorities.

The event, organized by Makerere University with funding from the Government of Denmark and technical support from the Global Green Growth Institute (GGGI), brought together government institutions, development partners, academia, civil society, and the private sector to advance evidence-based policy dialogue on sustainable resource management and green growth.

The five policy briefs present practical recommendations on sustainable land use, ecosystem services, wood stocks, Uganda’s energy system, and water, to inform fiscal policy, public investment, sector planning, and climate-resilient development. Speaking on behalf of the Minister of Water and Environment, Hon. Beatrice Atim Anywar, Minister of State for Environment emphasized the importance of balancing economic growth with environmental stewardship, noting that “Development and conservation don’t have to be in conflict. With the right data, we can make informed choices that can grow Uganda’s economy while safeguarding our natural capital, even for future generations.”

The launch builds on GGGI’s broader support to Uganda’s climate finance and green growth agenda through its partnership with the Ministry of Finance, Planning and Economic Development (MoFPED) and the Government of Denmark. As Uganda updates its Natural Capital Accounts, the initiative aims to strengthen the country’s ability to integrate environmental assets into national statistics, economic planning and investment decisions to ensure resilience and sustainable development.

Participants included representatives from MoFPED, the Ministry of Water and Environment, Uganda Bureau of Statistics, National Planning Authority, National Environment Management Authority, Makerere University, development partners, academia, civil society, and the private sector. Their engagement was critical to strengthening cross-sector understanding of how Natural Capital Accounting can support better public investment decisions, improve sector planning, and guide the sustainable management of Uganda’s natural resources. GGGI reaffirmed this shared commitment, noting, “Economic growth and environmental sustainability must go hand in hand. Natural Capital Accounting provides the evidence to make smarter investments, stronger policies and more resilient economies.” Mr. Arthur Ssebbugga-Kimeze, Project Manager, GGGI.

The discussions highlighted the importance of translating Natural Capital Accounting evidence into actionable policy, planning, and budgeting processes. Denmark emphasized that reliable data can support ministries of finance and planning institutions to make more informed decisions, while also supporting Uganda’s wider climate and development ambitions, Ms. Nina Guldbæk van Leeuwen, Team Leader, Refugee Programme, Embassy of Denmark. Denmark looks forward to continuing its close collaboration with the Government of Uganda to achieve its ambitions, she further added.

Looking ahead, Uganda will continue updating its Natural Capital Accounts while promoting the use of the newly launched policy briefs across government institutions to support stronger policy dialogue, inform national planning and budgeting processes, and contribute to Uganda’s climate and development ambitions. GGGI will continue working closely with MoFPED, UBOS, Makerere University, the Government of Denmark, and other partners to ensure that Uganda’s natural wealth remains at the center of sustainable and inclusive economic development.
