Lao PDR to Launch a Climate Technopreneurship Programme to Promote Green Businesses and Investment

Vientiane Capital, Lao PDR – July 14, 2026 – A new Programme designed to support Lao entrepreneurs in adopting climate solutions, attract investment, and accelerate green economic growth is soon to be launched. The Ministry of Agriculture and Environment (MoAE), the Korea Development Bank (KDB), and the Global Green Growth Institute (GGGI) convened a technical meeting to prepare for the launch of the “Collaborative R&DB Programme for Promoting the Innovation of Climate Technopreneurship in Lao PDR”. 

The meeting brought together government partners, private sector representatives, financial institutions, development partners, and climate technology companies to introduce the Programme’s objectives, strategic approach, and planned activities. 

Lao PDR is highly vulnerable to the impacts of climate change, with increasing floods, droughts, and rising temperatures affecting agriculture, water resources, public health, and livelihoods. Between 2000 and 2024, climate-related disasters affected more than 4 million people and resulted in economic losses exceeding USD 600 million. These growing challenges underscore the need for innovative technologies, stronger institutions, and increased investment in climate solutions. 

The Programme, addressing both climate mitigation and adaptation, is financed by the Green Climate Fund (GCF), with KDB providing oversight as the Accredited Entity. It is implemented by GGGI in partnership with NH Investment & Securities (NHIS) and NH Absolute Return Partners (NH ARP) across five countries: Lao PDR, Indonesia, the Philippines, Cambodia, and Viet Nam.

In Lao PDR, the Programme will support climate technology innovation by combining business acceleration, matchmaking between local and global companies, policy advisory, and capacity building for stakeholders. It aims to translate locally led climate solutions into bankable investment opportunities, with a focus on areas such as climate-smart agriculture, renewable energy, solid waste management, and other climate technologies aligned with national development priorities. 

Ms. Eugina Kim, Primary Lead Climate Negotiator at KDB, emphasized that the Programme channels climate finance to pursue transition in the entrepreneurial ecosystem. She also stated KDB’s strong commitment to support climate technology enterprises and strengthen the investment ecosystem, which will in turn mobilize funds for solutions that contribute to both climate mitigation and adaptation. 

Ms. Dagmar Zwebe, GGGI Lao PDR Country Representative, echoed that the Programme is not only about supporting individual companies, but also about building a stronger and inclusive ecosystem for climate innovation. She reiterated GGGI’s continued commitment to supporting the Government of Lao PDR in advancing green growth, mobilizing climate finance, and scaling up practical solutions that respond to national needs. 

The meeting also featured discussions on Lao PDR’s entrepreneurial ecosystem and examples of how private companies can contribute to climate change response. Participants exchanged views on how to strengthen collaboration between public institutions, investors, accelerators, and climate technology companies to support the growth of investable climate solutions in Lao PDR. 

The meeting concluded with a shared commitment among stakeholders to advance the Programme’s implementation and support the development of an inclusive enabling environment for climate technopreneurship and green investment in Lao PDR.
