Jordan Launches a New, Norway-Funded Project Focused on Carbon Markets Under Article 6 of the Paris Agreement

Amman, Jordan, April 30, 2025 – Jordan’s Ministry of Environment, in collaboration with the Global Green Growth Institute (GGGI), has officially launched the Designing Article 6 Policy Approaches (DAPA-Jordan) project. Funded by the Government of Norway, the initiative will support Jordan in developing a new policy that generates emission reductions eligible for international carbon trading under Article 6 of the Paris Agreement. The resulting policy aims to attract private sector investment in emissions-reduction projects, making climate action both environmentally effective and economically viable.

Article 6 facilitates international cooperation on emissions reduction through high-integrity carbon markets. It enables countries to trade verified emissions reductions, helping them to meet, or exceed, their Nationally Determined Contributions (NDCs). Jordan’s engagement through the DAPA-Jordan project further strengthens the country’s position as a regional climate action pioneer.

The launch follows the signing of a memorandum of understanding between Jordan’s Ministry of Environment and Norway’s Ministry of Climate and Environment during COP29 in Baku last November. “We are happy to start this collaboration with Norway under the DAPA program” said Dr. Jihad Alsawair, Acting Secretary General of the Ministry of Environment. “This aligns with our plans for low-emissions development and ambitions to engage in carbon markets under Article 6.”.

The project is part of the greater Norwegian Global Emission Reduction Initiative (NOGER), which was announced at COP29. “We are excited to partner with Jordan on this initiative, advancing our joint efforts to reduce emissions under Article 6 of the Paris Agreement” said Ingvild Sæverud, Director General in the Climate Department, Norwegian Ministry of Climate and Environment. “Through NOGER, the collaboration could accelerate Jordan’s efforts in transitioning to a low-carbon future.”

Under DAPA-Jordan, GGGI will support the design of a policy-level crediting scheme and support the negotiation between Jordan and Norway through its Norwegian Article 6 Climate Action Fund hosted under the Carbon Transaction Facility. “GGGI Jordan is looking forward to pioneering Article 6 activities in the country and engaging with multiple stakeholders to accelerate low carbon investments in Jordan” said Christophe Assicot, GGGI Country Representative to Jordan.

With the launch of DAPA-Jordan and the signing of the MoU, Jordan joins countries like Senegal, Indonesia, and Morocco in partnering with Norway to leverage Article 6 for transformative climate action. This collaboration highlights GGGI’s commitment to supporting its members and partners in advancing green growth and global climate ambition.
