Phnom Penh, Cambodia – May 6, 2025 – The Ministry of Environment of Cambodia has officially launched the ASEAN-Korea Cooperation for Methane Mitigation (AKCMM) project. The project launching event was presided over by H.E. Dr. Eang Sophalleth, Minister of Environment, and attended by over 150 participants, including key officials from the Cambodian Ministry of Environment, Ministry of Agriculture, Forestry and Fisheries, the Technical Working Group on Climate Change of Cambodia, the Embassy of the Republic of Korea in Cambodia, the private sector, partner ministries, and GGGI Cambodia.

In January 2025, GGGI, the Republic of Korea’s Ministry of Foreign Affairs, the ASEAN Secretariat, and representatives of ASEAN Member States officially launched the project at the regional level and today’s event marks the first national-level launch.

Funded by the ASEAN-Korea Cooperation Fund (AKCF), the AKCMM project is a $20 million regional initiative to be implemented over three years across nine ASEAN Member States, including Cambodia. The project aims to pave the way for the country to catalyze action on methane emissions—one of the most potent greenhouse gases contributing to global warming.

Over the past few decades, and as stated in Cambodia’s Initial National Communication, Second and Third National Communications (NCs), Biennial Update Report (BUR), and most recently the Initial Biennial Transparency Report (BTR1), methane emissions have grown significantly. Designing targeted interventions to reduce methane emissions can have a rapid and significant impact on limiting global warming. Implemented with GGGI as the main implementing partner, the project will reduce methane emissions through four strategic areas of intervention: 1. Developing enabling policies and institutions; 2. Improving the measurement of methane emissions; 3. Designing, financing, and implementing methane reduction projects; and 4. Promoting regional dialogue and partnerships.

This project is the first funded and implemented initiative under the regional cooperation between ASEAN and the Republic of Korea, known as the Partnership for ASEAN-ROK Methane Action (PARMA), announced during the ROK-ASEAN Foreign Ministers’ Meeting in 2023.

H.E. Dr. Eang Sophalleth, Minister of Environment, said: “As a signatory of the Global Methane Pledge, Cambodia is committed to taking action to reduce methane emissions. The launch of the AKCMM project represents a strategic opportunity for us to align national efforts with regional and global commitments. This initiative will not only help us build capacity and access climate finance, but also foster innovation in the agriculture sector, which is a key source of methane emissions. We look forward to working closely with GGGI, the Republic of Korea, and our ASEAN partners to implement practical, science-based solutions that contribute to both climate resilience and sustainable development.”

Mr. Hyunsoo Kim, Deputy Chief of Mission of the Embassy of the Republic of Korea in Cambodia, said: “The ASEAN-Korea Cooperation for Methane Mitigation project is timely as it deepens the Republic of Korea’s relationship with the ASEAN member states including Cambodia. The Republic of Korea has pledged to increase its contribution to the ASEAN-Korea Cooperation Fund to $32 million by 2027, which will help catalyze greater cooperation on climate change, sustainable development and environmental protection.”

Ms. Shomi Kim, GGGI Cambodia Country Representative, said: “Today’s Launching Event is a pivotal moment in our collective efforts to methane emissions reduction while enhancing the global competitiveness in the agricultural industry in Cambodia. There are tremendous opportunities for the country in the agricultural sector, specifically through Alternate Wetting and drying (AWD) which has the potential to reduce up to 40% of methane emissions. The project will explore and assess the economic and environmental impacts of the promising projects such as AWD, sustainable cultivar and agriculture waste treatment. The AKCMM project provides opportunities for Cambodia to unlock its potentials, further demonstrating proof of concept and facilitating carbon financing for scaling up.”

With the vision of contributing to a sustainable ASEAN community and stronger regional integration, the project also aims to support technology transfer and increase access to finance for methane emission reduction. A governance mechanism, through the Methane Reduction Committee, has been established to monitor project implementation, progress, and success. GGGI will work closely with the Ministry of Environment, the Ministry of Agriculture, Forestry and Fisheries, relevant ministries, local academic institutions, and the private sector to achieve the project’s objectives.

 캄보디아, 한–아세안 메탄 감축 협력사업(AKCMM) 출범

캄보디아 프놈펜, 2025년 5월 6일 – 캄보디아 환경부는 국가 차원의 이행을 위해 한–아세안 메탄 감축 협력사업(ASEAN-Korea Cooperation for Methane Mitigation, 이하 AKCMM)을 공식 출범했다. 이날 출범식은 엥 소팔렛(Eang Sophalleth) 환경부 장관 주재로 개최되었으며, 캄보디아 환경부 및 농림수산부, 주캄보디아 대한민국 대사관, 글로벌녹색성장기구(GGGI), 기술 실무단 등 관계자들이 참석했다.

GGGI는 지난 1월, 대한민국 외교부, ASEAN 사무국 및 ASEAN 회원국 대표들이 모여 아세안 지역 차원에서 본 프로젝트를 공식적으로 출범하였으며, 이번 행사는 국가 차원의 첫번째 출범이다.

AKCMM 프로젝트는 한–아세안 협력기금(ASEAN-Korea Cooperation Fund, AKCF)의 2천만 달러 규모 지원을 통해 3년간 아세안  국가들에서 시행되는 역내 공동 이니셔티브로, 캄보디아는 이 사업의 주요 참여국 중 하나다. 이번 프로젝트는 메탄 감축을 위한 국가적 이행 기반을 마련하고, 온실가스 감축 기여와 지속가능한 발전을 동시에 달성하는 것을 목표로 한다.

메탄은 지난 수십 년간 배출량이 지속적으로 증가해온 주요 온실가스로, 감축 효과가 빠르고 지구 평균기온 상승을 억제하는 데 실질적 효과가 있다. GGGI가 주 이행기관으로 참여하는 본 사업은 ▲정책 및 제도 기반 마련, ▲메탄 배출량 측정 기술 고도화, ▲감축사업 개발 및 재원 조달·이행, ▲역내 협력 및 정책 대화 촉진 등 네 가지 전략 영역을 중심으로 메탄 감축을 추진할 예정이다.

AKCMM은 2023년 한–아세안 외교장관회의에서 발표된 ‘한–아세안 메탄행동 파트너십(Partnership for ASEAN-ROK Methane Action, PARMA)’의 첫 번째 실행 사업으로, 한–아세안 지역 협력의 새로운 이정표로 평가된다.

이응 소펄라엣 캄보디아 환경부 장관은 “캄보디아는 글로벌 메탄 서약(Global Methane Pledge)에 서명한 국가로서, 메탄 감축을 위한 긴급한 대응 의지를 갖고 있다”며, “AKCMM 사업은 이러한 국가적 노력을 역내 및 국제사회와의 공조 속에서 실행할 수 있는 중요한 계기가 될 것”이라고 밝혔다. 이어 “이번 사업을 통해 농업 부문 혁신과 기후재원 접근성 제고를 동시에 실현할 수 있기를 기대하며, GGGI, 대한민국, 아세안 파트너들과 긴밀히 협력해 과학 기반의 실질적 해법을 함께 모색해 나갈 것”이라고 덧붙였다.

김현수 주캄보디아 대사관 공사참사관은 “대한민국은 캄보디아를 비롯한 아세안 회원국들과 함께 메탄 감축을 위한 공동 대응에 전념하고 있다”며, “이번 사업은 메탄 감축이라는 공동의 책무를 이행하고, 지속가능한 미래를 위한 역내 협력을 강화하는 중요한 계기가 될 것”이라고 강조했다.

김소미(Shomi Kim) GGGI 캄보디아 사무소장은 “오늘 출범식은 캄보디아 농업 부문에서의 메탄 감축과 산업 경쟁력 강화를 위한 중요한 출발점”이라며, “특히 AWD (Alternate Wetting and Drying) 기술은 메탄 배출량을 최대 40%까지 줄일 수 있는 잠재력을 보유하고 있으며, 이번 사업을 통해 AWD뿐 아니라 지속가능한 품종, 농업 폐기물 처리 등 다양한 접근 방식의 경제적·환경적 효과도 분석해 나갈 계획”이라고 밝혔다. 이어 “AKCMM 프로젝트는 캄보디아의 기후기술 확대와 탄소 재원 확보를 위한 기반을 제공할 수 있을 것”이라고 말했다.

이번 사업은 지속 가능한 아세안 공동체와 역내 통합에 기여한다는 비전을 바탕으로, 기술 이전과 기후재원 접근성을 강화하는 데에도 초점을 맞추고 있다. 아울러, 프로젝트의 이행 현황을 점검하고 사업 성과를 관리하기 위한 ‘메탄 감축위원회(Methane Reduction Committee)’가 동 계기 구성되었다. GGGI는 환경부, 농림수산부를 포함한 주요 부처와 긴밀히 협력하고, 학계 및 민간 부문과의 연계를 통해 사업의 목표 달성에 나설 예정이다.
