Results and Learning Assessment of the project “Strengthen capacity to ensure transparency of action and support for Fiji’s NDCs and LEDS”
In 2026, GGGI commissioned a results and learning assessment of the project – FJ06 Strengthen capacity to ensure transparency of action and support for Fiji’s NDCs and LEDS.
The project supports the Government of Fiji in strengthening its institutional arrangements and technical capacities to meet the requirements of the Enhanced Transparency Framework (ETF) under the Paris Agreement, specifically on the country’s preparation and reporting for its first Biennial Transparency Report (BTR).
The assessment aims to determine whether project outputs are complete, technically sound, contextually appropriate, and effectively taken up by stakeholders. It also examines early outcome-level changes, including improvements in institutional coordination, technical capacity, and climate reporting practices.
The primary intended users include the Ministry of Environment and Climate Change (Fiji), GGGI, UNEP, and other national stakeholders engaged in climate transparency efforts. Findings from the assessment will inform UNEP’s final independent evaluation of the project.
The assessment will be managed by the Project team and delivered by an individual consultant.
GGGI sought a qualified, reputable, and experienced firm to provide consultancy services for the evaluation. The Terms of Reference, prepared by GGGI, guided submission of proposals.
The Inception Report, prepared by the Evaluation Team, describes the evaluation questions, approach and methods, and workplan.
