Real-time evaluation (Loop 2) of the projects “Enabling Blue Carbon in Indonesia” and “Nature-based Solution for Climate Smart Livelihood in Mangrove Landscapes”
In 2026, GGGI commissioned the second edition of four annual real-time evaluations (RTE) of the projects—ID37 Nature-Based Solutions for Climate Smart Livelihoods in Mangrove Landscapes (NASCLIM) and ID42 Enabling Blue Carbon in Indonesia (EBC).
EBC supports the Government of Indonesia—particularly the Ministry of Environment (KLH) and the Ministry of Marine Affairs and Fisheries (KKP)—to integrate blue carbon ecosystems into its NDC and MRV systems. NASCLIM supports the rehabilitation and protection of mangrove ecosystems with local government and communities in North and East Kalimantan, with the Ministry of Forestry as its main national counterpart. Both projects are funded by the Government of Canada.
The objective of the RTE is to provide real-time and utility-driven learning for improved project delivery. For Loop 2, the key areas of focus are to: (i) explain variations in progress across locations and stakeholder groups to inform targeted course-correction; (ii) collect evidence of the project’s contribution to change and indirect or unintended outcomes; (iii) review and strengthen delivery and coordination arrangements; and (iv) assess gender responsiveness in the implementation of both projects.

The primary intended users include GGGI, national and subnational Indonesian government counterparts, and Global Affairs Canada. The evaluation was managed by GGGI’s Impact and Evaluation Unit and delivered by Oxford Policy Management Ltd.
GGGI sought a qualified, reputable, and experienced firm to provide consultancy services for the evaluation. The Terms of Reference, prepared by GGGI, guided submission of proposals.
