Mid-Term Evaluation of the Norway-Colombia-GGGI Green Growth Programme 2020-2023
In 2022, GGGI commissioned a mid-term evaluation of CO05 Second phase of the GGGI–Norway joint green growth programme with the Government of Colombia.
The second phase of the programme sought to strengthen Colombia’s deforestation control capacities at the national and subnational levels and to scale up sustainable productive systems in prioritized regions and sectors.
The evaluation assessed the relevance of the intervention and progress towards achieving its planned objectives, identified lessons learned, and provided recommendations to strengthen programme results and management in the final year of implementation. The primary intended users of the evaluation included the Government of Norway and GGGI’s Colombia Country Programme.
The evaluation assessed the relevance, effectiveness, impact, efficiency, and sustainability of the programme’s results.
The evaluation was managed by GGGI’s Impact and Evaluation Unit and delivered by Baastel.
GGGI sought a qualified, reputable, and experienced firm to provide consultancy services for the evaluation. The Terms of Reference, prepared by GGGI, guided submission of proposals.
The executive summary of the report has been published by The Norwegian Agency for Development Cooperation (Norad).
GGGI developed the management response and action plan (MRAP) to the evaluation. The MRAP was prepared by GGGI Colombia Country team and reviewed by the Latin America and Caribbean (LAC) regional office. The MRAP was approved by GGGI’s Management Team.
