Evaluation of GGGI’s Just and Inclusive Energy Transition Portfolio

In 2026, GGGI commissioned an evaluation of its portfolio supporting the Just and Inclusive Energy Transition (JIET) theme under its Updated Strategy 2030.

Introduced in late 2025 as part of the Updated Strategy 2030, JIET is one of four themes guiding GGGI’s efforts to drive systemic change for green growth in member countries. Although formally established only in 2025, GGGI’s earlier work already aligned closely with sustainable energy and energy transition, with many elements of a just and inclusive approach embedded in its founding mandate, previous Strategy 2030, and institutional safeguards.

The primary purpose of this evaluation is to support organizational learning by strengthening the evidence base on GGGI’s work under the JIET theme. Its main users are GGGI stakeholders responsible for strategic leadership, program direction, institutional oversight, and organizational positioning. These include the Management Team, internal teams, the Management and Program Sub-Committee (MPSC), as well as resource partners and partner governments.

The evaluation covers projects implemented between January 2020 and March 2026 that substantively support JIET. It will assess GGGI’s past work through a JIET lens, examining the extent to which earlier interventions reflected just and inclusive principles, identifying gaps, and drawing implications for the future direction of the theme.

The evaluation will be conducted by GGGI’s Impact and Evaluation Unit.
