End-Project Evaluation of the Project “Access to Climate Finance in the Pacific”

In 2026, GGGI commissioned an end-of-project evaluation of the project – PAC32 Access to Climate Finance in the Pacific.

The project supports eight Pacific Island Countries in enhancing access to climate finance from a blend of public and private sources through the deployment and strategic embedding of Climate Finance Access Network (CFAN) Advisors or Climate Finance Advisors within government ministries. The project was funded by the Australian Department of Foreign Affairs and Trade (DFAT).

The evaluation aimed to assess the project’s performance and the factors contributing to it, generate lessons learned from the project’s delivery model, and provide actionable, evidence-based recommendations for future support. The primary intended users included GGGI, beneficiary government partners, CFAN, Rocky Mountain Institute (implementing partner), and DFAT.

The evaluation covered GGGI’s support under Phase II, drawing on insights from Phase I, and assessed the project’s relevance, coherence, effectiveness, and sustainability.

The evaluation was managed by GGGI’s Impact and Evaluation Unit and delivered by Tetra Tech.
