Case Study Evaluation of the Norway-Colombia-GGGI Green Growth Program 2020-2023
In 2024, GGGI commissioned a Case Study Evaluation of CO05 Norway–Colombia–GGGI Green Growth Program Phase II.
Since 2017, the Kingdom of Norway has provided funding to GGGI’s Colombia Country Program to support the country’s transition toward a greener and more socially inclusive growth pathway, contributing to the Government of Colombia’s medium-term development agenda. The second phase of the program (2020–2023) sought to strengthen the deforestation-control capacities of Colombian national and subnational governments and to scale up sustainable productive systems in prioritized regions and sectors.
The evaluation aimed to assess selected areas of work under Phase II of the Green Growth Program by mapping implementation processes, assessing results and impacts, and identifying practical and scalable approaches that can be replicated in Colombia and across the wider Latin America and Caribbean region. The primary audience for the evaluation is the GGGI and its Colombia Country Team.
The evaluation focused on policy advisory work in the areas of forest economy and sustainable livestock, as well as one green investment service — the Greenpreneur program.
The evaluation was managed by GGGI’s Impact and Evaluation Unit and delivered by Baastel.
GGGI sought a qualified, reputable, and experienced firm to provide consultancy services for the evaluation. The Terms of Reference, prepared by GGGI, guided submission of proposals.
