Guyana Engages Stakeholders to Validate Institutional Framework for Strengthening National MRV System

GEORGETOWN, GUYANA, October 3, 2025 – The Global Green Growth Institute (GGGI), in collaboration with the Guyana Forestry Commission (GFC), hosted a validation workshop in September on the institutional arrangement component of the project for Strengthening and Enhancing Capacities of Guyana’s Monitoring Reporting and Verification System (MRVS). The session brought together key stakeholders from government agencies, technical experts, and development partners.
In his opening remarks, the Commissioner of the Guyana Forestry Commission, Mr. Edward Goberdhan emphasized the importance of coordinated MRV efforts across institutions to the country’s capacity to collaborate. He noted that such coordination is essential for expanding MRV’s capacities and leveraging the opportunities presented by the Low Carbon Development Strategy (LCDS) 2030.
The workshop, funded by the UK Partnering for Accelerated Climate Transitions (UK PACT) and supported by Palladium, was designed to enhance coordination mechanisms for MRVS targeting Land Use Land Use Change and Forestry. The event provided participants with a platform to review and validate proposed institutional arrangements and stakeholder mapping that will guide the implementation of the MRVS project. The initiative aims to strengthen national capacity for coordinating MRV processes, increase transparency within the forest and land-use sector, and facilitate greater access to climate finance through carbon markets and result-based payments.

The session featured technical presentations and breakout sessions promoting inclusive stakeholder engagement, facilitated by GGGI’s Senior Officer within the Latin America and Caribbean Office, Miguel Londono, and GGGI’s Program Officer, Anna Mohase. The GGGI team introduced attendees to the proposed institutional arrangement and stakeholder map, highlighting the roles of government, academia, civil society, and development partners in fostering cooperation. Through group discussions, participants provided feedback to confirm the placement of stakeholders based on their influence and interests.
A second breakout session focused on defining clear roles and responsibilities within the institutional arrangement. This exercise was complemented by a session on mainstreaming Gender Equality, Disability, and Social Inclusion (GEDSI), led by GGGI’s GEDSI Lead in Guyana, Yvonne Barrow. This segment of the workshop highlighted the importance of embedding inclusive approaches throughout the MRV system expansion.
The event concluded with presentations of group findings, a plenary discussion, and overview of the next steps, which emphasized the importance of continued dialogue, coordination, and resource mobilization to ensure the sustainability of Guyana’s MRV system as a cornerstone of its climate strategy.
