GGGI Supports Qatar in Launching its National MRV System to Advance Climate Transparency and Action

Doha, Qatar – July 2, 2025- The Ministry of Environment and Climate Change (MECC), in collaboration with the Qatar Office of the Global Green Growth Institute (GGGI), has organized a two-day technical workshop titled “Measurement, Reporting, and Verification (MRV) Project in the State of Qatar”.

This milestone event brought together more than 100 key stakeholders from government entities and technical institutions, underscoring the country’s commitment to climate transparency and enhanced climate governance.

The workshop marks a major milestone in Qatar’s efforts to meet its international climate commitments under the Paris Agreement, including the submission of Biennial Transparency Reports (BTRs) and implementation of its updated Nationally Determined Contribution (NDC).

“Building an effective national measurement, reporting, and verification (MRV) system is a key pillar for achieving transparency in climate action, enhancing the ability to track progress in reducing emissions, and improving the efficiency of national climate change policies and actions.”, said Eng. Saad Al Hitmi, Director of Climate Change Department of the Ministry of Climate Change Department.

The MRV system, developed with support from GGGI and technical partner CITEPA, enables Qatar to track progress toward its climate goals, as set out in the Qatar National Climate Change Action Plan (NCCAP) and the Qatar National Environment and Climate Change Strategy (QNE). The platform integrates modules for monitoring mitigation and adaptation measures, as well as tracking means of implementation such as finance, technology transfer, and capacity building.

Day 1 of the workshop focused on introducing the MRV web platform and its components, with detailed walkthroughs of modules related to mitigation, adaptation, and support. Participants explored the system’s functionality and how it aligns with international transparency requirements.

Day 2 provided technical guidance on methodologies for assessing greenhouse gas (GHG) impacts of priority mitigation measures and facilitated breakout sessions to begin drafting Qatar’s institutional arrangements for national reporting across key sectors including Energy, IPPU, Waste, and AFOLU.

This workshop builds on MECC’s legal mandate under Emiri Resolution No. (41) of 2022, which designates the Climate Change Department as the national entity responsible for submitting periodic reports to the UNFCCC.

The launch of the MRV platform reflects Qatar’s commitment to evidence-based climate policy and transparency in implementation, setting a strong foundation for future UNFCCC reporting cycles and continuous improvement in climate action.
