GGGI Supports Qatar in Launching its First National Adaptation Plan

DOHA, QATAR – December 08, 2025- The Ministry of Environment and Climate Change (MECC) in collaboration with the Global Green Growth Institute (GGGI), officially launched the National Adaptation Plan (NAP) of the State of Qatar during a high-level ceremony held at the Rosewood Doha Hotel in Lusail. The event brought together ministers, senior government officials, ambassadors, representatives of international organizations, the private sector, academia, civil society, and the media.
The launch marks a major milestone in Qatar’s climate resilience agenda, presenting the country’s first comprehensive framework to anticipate, manage, and reduce climate risks while supporting long-term sustainable development. The NAP sets out national priorities for the medium term (to 2030) and long term (to 2050), offering a clear pathway to protect people, ecosystems, and economic systems from the impacts of a changing climate.

In his opening remarks, H.E. Dr. Abdullah bin Abdulaziz bin Turki Al Subaie, Minister of Environment and Climate Change, emphasized Qatar’s longstanding capacity for adaptation and its commitment to preparing for the future.
“What we launch today is not merely a document, but a promise — a promise that Qatar will continue to grow, prosper, and thrive, no matter how the climate around us changes,” he said.

Speaking at the ceremony, H.E. Ban Ki-moon, President & Chair of GGGI and 8th Secretary-General of the United Nations, highlighted the significance of the milestone, stating: “Qatar’s new National Adaptation Plan sends a powerful message that climate resilience is not a distant goal—it is a priority that starts today.” He added: “As the President of the Assembly and Chair of the Council of GGGI, allow me to clearly state that GGGI is proud to work with Qatar to turn vision into action and knowledge into impact.”
Developed by MECC with technical support from GGGI, the NAP is the product of years of scientific assessments, evidence-based analyses, and extensive national consultations involving more than 40 public and private institutions. It identifies the sectors most vulnerable to climate change—water, agriculture and livestock, biodiversity, public health, energy and industry, and infrastructure and coastal zones—and translates national priorities into 27 adaptation measures, 126 targeted actions, and nearly 280 projects.
The NAP translates these priorities into a comprehensive program of 27 adaptation measures, 126 actions, and nearly 280 projects, designed to reduce climate risks, build institutional and community resilience, and protect Qatar’s critical resources.
On the sidelines of the launch, H.E. Ban Ki-moon held a bilateral meeting with H.E. Dr. Abdullah bin Abdulaziz bin Turki Al Subaie, Minister of Environment and Climate Change, during which both sides reaffirmed their commitment to deepening collaboration on national and international climate initiatives.
GGGI congratulates the Government of Qatar on this achievement and looks forward to supporting the next stages of NAP implementation, capacity building, and green growth initiatives to help ensure a sustainable and resilient future for generations to come.
