Ulaanbaatar, Mongolia, August 20, 2026 – The Global Green Growth Institute (GGGI) today announced the signing of a landmark Host Country Agreement (HCA) with the Government of Mongolia, coinciding with the United Nations Convention to Combat Desertification (UNCCD) COP17 in Ulaanbaatar. This milestone marks a new chapter in the partnership, reinforcing a shared commitment to accelerating Mongolia’s green transition, climate resilience, and sustainable economic growth.

The HCA establishes the essential legal framework for GGGI to enhance its operational capacity and expand its support for Mongolia’s national green development goals. The agreement was formalized during a ceremony attended by H.E. Sandag-Ochir Tsend, Minister of Environment and Climate Change, and Dr. Jason Lee, Acting Regional Director for Asia, on behalf of GGGI.

H.E. Sandag-Ochir Tsend, Minister of Environment and Climate Change, stated, “As Mongolia advances its efforts to address climate change and implement the newly adopted Law on Climate Change, strengthening the institutional framework for international cooperation, climate finance, and green investment remains a top priority. The formalization of this legal foundation with GGGI is a strategically vital step in mobilizing international expertise and investment to translate our national commitments into concrete, sustainable results.”

“This Host Country Agreement is a powerful reaffirmation of our shared commitment to advancing Mongolia’s green development and climate ambitions,” said Dr. Jason Lee during the ceremony. “It provides a solid foundation for GGGI to scale our support for Mongolia’s transition toward an inclusive, resilient, and green economy.”

Following the HCA signing and high-level bilateral discussions, the GGGI delegation is set to spearhead several critical initiatives. These include the official launch of the Mongolia Green Finance Corporation (MGFC) and EU-funded ‘Financing for Forests’ (F4F) programme. Implemented jointly with the National Forest Agency, F4F aims to mobilize USD 100 million in Mongolia by 2030 to scale up innovative forest finance, and sustainable management.

Building on this urban and environmental momentum, GGGI is also set to sign a landmark MoU with the Municipality of Ulaanbaatar to advance green urban development and sustainable forests management. This builds upon a decade of close collaboration, including a successful USD 32.5 million grant mobilization from the Mitigation Action Facility (MAF) for residential building retrofitting, to scale up clean heating, green bonds, and climate action in the capital. In addition, GGGI will sign an MoU with the National Forest Agency to strengthen cooperation on sustainable forest management and support Mongolia’s broader green growth.

Throughout COP17, the GGGI delegation will continue to drive global discourse on climate action:  participating in the High-level Sustainable Finance Forum to share insights on leveraging private sector capital for nature-based solutions, co-hosting a side event with CGIAR on August 22 to bridge the science-policy-finance gap, engaging in the COP17 Finance Day on August 24, including a dedicated session on Mongolia-EIB cooperation in the forest sector, and concluding its mission on August 25 by participating in the first Assembly of Partners of the Riyadh Global Drought Resilience Partnership.

These strategic engagements underscore GGGI’s commitment to supporting Mongolia’s 2026-2028 Country Planning Framework, with a focused emphasis on carbon market readiness and sustainable finance to ensure a resilient green future.
