GGGI Strengthens Climate Partnerships from Policy to Practice in Indonesia

Jakarta and Manokwari, June 9, 2025 – The Global Green Growth Institute (GGGI) reinforced its support for Indonesia’s green development agenda through a series of high-level and local engagements throughout the second quarter of 2025.

A key meeting took place between GGGI Country Representative for Indonesia, Rowan Fraser, and the Minister of Environment, Hanif Faisol Nurofiq, at the Ministry’s office in Jakarta in April. The discussion focused on strengthening collaboration in environmental sectors, particularly the development of blue carbon initiatives.

Minister Nurofiq expressed appreciation for GGGI’s support and emphasized the importance of expanding cooperation in areas aligned with Indonesia’s climate and development goals. As an archipelagic country, Indonesia possesses vast coastal ecosystems, such as mangroves and seagrass beds, which play a crucial role in carbon sequestration and coastal resilience.

He highlighted their potential to significantly contribute to climate change mitigation, biodiversity preservation, and the livelihoods of coastal communities. The Minister also recognized GGGI’s role in supporting the implementation of the Economic Value of Carbon (Nilai Ekonomi Karbon/NEK) policy and the development of carbon markets under Article 6 of the Paris Agreement.

Further collaboration was welcomed in priority areas such as waste management, biodiversity conservation, mangrove and peatland restoration, and institutional capacity building.

In mid-May, we welcomed Dr. Malle Fofana, GGGI Asia Regional Director, for his first visit to the country, focusing on strengthening national partnerships. The mission began with a key meeting at the Ministry of National Development Planning (Bappenas), GGGI’s host ministry, to align priorities and explore future collaboration. The delegation met with Nizhar Marizi, Director of Environment, and Togu Pardede, Director of Energy Resources, Mineral and Mining, to reflect on over a decade of impactful cooperation and the importance of integrating green growth into national and regional development plans.

International Partnerships to Boost Indonesia’s Green Growth Agenda

Together with Dr. Fofana, GGGI arranged courtesy visits to international donors and partners in Jakarta.  The team met with the Delegation of the European Union to Indonesia and Brunei Darussalam to explore areas of collaboration in the blue economy, the circular economy, and climate finance.

The following day, the team met the delegation of the Embassy of the Republic of Korea. Deputy Ambassador H.E. Soo Deok Park shared perspectives on strengthening collaboration in areas including technology transfer, e-mobility, and waste management.

Advancing Local Action in West Papua

Later in June, GGGI deepened its collaboration with government and local partners in West Papua to advance inclusive, low-carbon development. Working alongside the Provincial Government and the West Papua Regional Development Planning Agency (Bappeda), GGGI held high-level dialogues with the Governor of West Papua, Drs. Dominggus Mandacan, Acting Head of the West Papua Regional Development Planning Agency, Deassy Tetelepta, and other local stakeholders focused on inclusive energy planning and green investment opportunities tailored to the province’s unique needs.

A key milestone during this mission is the West Papua Regional Energy Forum, co-facilitated by GGGI and local stakeholders. The forum brought together representatives from government, civil society, academia, and the private sector to advance the implementation of the Regional Energy Plan (Rencana Umum Energi Daerah/RUED), identifying strategic locations for renewable energy projects, and ensuring that planning processes are inclusive and uphold indigenous rights.

“Our role is to work closely with local partners to ensure development is not only sustainable, but also inclusive and aligned with community needs,” said Fraser during the forum.

Together, these engagements highlight GGGI Indonesia’s commitment to bridging national policy with local action. With strong partnerships at international, national, and subnational levels, GGGI continues to serve as a trusted advisor in supporting Indonesia’s pursuit of low-carbon, climate-resilient, and inclusive development.
