Hong Kong, China, May 21, 2026 — The Global Green Growth Institute (GGGI) anchored critical regional dialogues on clean energy deployment at the APEC Clean and Low-Carbon Hydrogen (CLCH) Policy Convention, held in Hong Kong, China, from May 20–21, 2026.

Organized by Japan’s Ministry of Economy, Trade and Industry (METI) and the Asia Pacific Energy Research Centre (APERC), the high-level convention gathered energy policymakers, regulatory experts, and industry pioneers from across the 21 APEC member economies. The forum served as a premier platform to accelerate the regional deployment of clean hydrogen, establish cross-border supply chains, and harmonize standards for a decarbonized Asia-Pacific.

Representing GGGI, Mr. Changsun Jang, Deputy Director and Head of Hydrogen and Sustainable Transport, demonstrated the organization’s multi-stakeholder bridging capability by serving as the sole moderator for two cornerstone sessions of the convention.

In the session, titled “Private Sector Engagement: Unlocking Hydrogen Market Potential,” Mr. Jang led a dynamic discussion on mobilizing industry action, stimulating market demand, and aligning commercial strategies with national hydrogen blueprints. The panel featured prominent technical and industrial leads, including Dr. Thomas Koller, APAC Regional Lead at DNV, and Dr. Ryota Kuzuki, Senior Research Fellow at The Japan Gas Association, alongside top executives from CHN Energy, Dongfang Electric, and Guofu Hydrogen Energy. The deliberations emphasized that private sector innovation in hydrogen-derived fuels, including e-methane and ammonia, serves as the critical engine needed to transform political commitments into bankable, large-scale commercial projects.

Shifting the focus to international governance, Mr. Jang also moderated the session, “Addressing the Trade Challenges: Technology and Regulation.” This session tackled operational bottlenecks, including disparate safety codes and the lack of unified certification schemes. The panel brought together leading public architects of hydrogen policy, including Mr. Amandeep S. Garcha, Deputy Director at Natural Resources Canada and Vice Chair of the International Partnership for Hydrogen and Fuel Cells in the Economy, Ms. Dewi Zamora Mendoza, APEC Specialist at the Ministry of Foreign Affairs of Peru, and Mr. José Ignacio Medina, Senior Energy Policy Analyst at the Ministry of Energy of Chile. These policy leads synchronized on the urgency of establishing cohesive international frameworks and harmonized cross-border regulations to foster a transparent, secure, and integrated regional hydrogen trading market.

The dual moderation by GGGI underscores a profound institutional insight: building a fluid regional hydrogen marketplace requires a seamless handoff between commercial execution and public administration. While market actors possess the technological agility and capital readiness to drive demand, they rely heavily on sovereign entities to de-risk investments through unified safety standards and certified carbon-accounting frameworks.

“Low-carbon hydrogen is the ultimate linchpin for global net-zero, but creating a fluid, transnational marketplace requires robust cross-border regulatory coherence,” stated Mr. Jang. “GGGI remains dedicated to serving as a strategic bridge, leveraging our technical expertise to help economies create enabling policy environments and drive sustainable, low-carbon transport and energy infrastructure across the Asia-Pacific and the Global South.”

GGGI’s active participation in this prestigious APEC forum highlights its strengthening partnership with global economic frameworks. It solidifies the organization’s role as a key implementation lead in the clean energy transition, particularly in driving technology transfer and sustainable market mechanisms across the Asia-Pacific and the Global South.
