SEOUL, 12 August 2025 — The Global Green Growth Institute (GGGI) formalized a strategic partnership with the Viet Nam National Innovation Center (NIC) during the Việt Nam–Korea Economic Forum, during the state visit to the Republic of Korea by H.E. Tô Lâm, General Secretary of the Communist Party of Viet Nam.

“GGGI’s partnership with the NIC is a timely and pivotal step in connecting Viet Nam’s innovation ambitions with global networks for climate action. Through joint efforts in climate technology startups, artificial intelligence (AI), and clean hydrogen, we aim to unlock investment and accelerate solutions that will advance Viet Nam’s net-zero goals,” said Sang-Hyup Kim, Director-General of GGGI.

The Memorandum of Understanding (MOU) was signed in the presence of H.E. Tô Lâm, H.E. Kim Min-seok, Prime Minister of the Republic of Korea, and industry leaders from both countries – including SK, Hyundai, Hyosung, Vietnam National Oil and Gas (PVN), FPT Corporation, among others – at the Forum themed “Cooperation for Supply Chain Development in the New Era!”. The event was co-organized by the Ministry of Finance of Viet Nam, the Ministry of Trade, Industry and Energy, Republic of Korea, the Korea Chamber of Commerce and Industry, and the Embassy of Viet Nam in Korea, and was held at Lotte Hotel Seoul.

“The MoU between NIC and GGGI establishes a framework to strengthen Viet Nam’s innovation ecosystem as a driver of green growth, and we look forward to connecting global capacity through GGGI’s network and technical assistance,” said Mr. Vu Quoc Huy, Director of NIC.

The NIC – operating administratively under the Ministry of Finance – plays a pivotal role in advancing Viet Nam’s national innovation ecosystem by connecting government, enterprises, investors, research institutions, and international partners, mandated by the Office of Government of the Socialist Republic of Viet Nam. NIC plays a central role in nurturing tech startups, promoting strategic investment, developing high-quality human resources, and advancing key industries such as semiconductors, AI, clean hydrogen, smart manufacturing, and digital transformation.

The signing formed part of General Secretary Tô Lâm’s first state visit to the Republic of Korea where GGGI is headquartered. The agreement builds on GGGI Director-General Sang-Hyup Kim’s official visit to Viet Nam in April 2025, during which he met with Prime Minister Phạm Minh Chính and key ministerial leaders to strengthen partnerships and expand cooperation in support of Viet Nam’s green growth and net zero transition.

GGGI, 베트남 국가혁신센터(NIC)와 전략적 업무협약 체결

서울, 2025년 8월 12일 — 글로벌녹색성장기구(GGGI)는 12일, < 에서 베트남 국가혁신센터(NIC)와 전략적 업무협약(MoU)을 체결했다. 이번 협약은 베트남 공산당 서기장 또 럼(Tô Lâm)의 대한민국 국빈 방문 행사 기간 중 체결됐다.

GGGI 김상협 사무총장은 “NIC와의 파트너십은 베트남의 혁신 비전을 기후변화 대응과 녹색성장을 위한 글로벌 네트워크와 연결하는 중요한 계기”라며 “기후기술 스타트업∙청정수소 ∙인공지능(AI) 분야 공동 협력을 통해 투자 혁신 솔루션을 확산하고 투자유치를 촉진함으로써, 베트남의 넷제로 목표 달성에 기여할 수 있을 것”이라고 밝혔다.

이번 양해각서는 또 럼 베트남 공산당 서기장, 김민석 대한민국 국무총리, 최태원 대한상공회의소 회장 (SK 그룹 회장)을 비롯해 양국 정부와 산업계를 대표하는 관계자들이 참석한 <한-베트남 비즈니스 포럼>에서 체결됐다. 베트남 재무부, 대한민국 산업통상자원부, 대한상공회의소, 주한 베트남 대사관 공동 주최로 서울 롯데호텔에서 진행된 행사에는, 행사에는 삼성전자, SK이노베이션, LG CNS, 효성 첨단소재 등 한국기업과 페트로베트남(PVN), 비엣텔, THACO, FPT 등 베트남 대표 기업을 포함한 총 500여명이 참석했다.

베트남 국가혁신센터 꾸억 후이 센터장은 “이번 양해각서 체결을 통해 베트남의 혁신 생태계를 녹색성장의 핵심 동력으로 강화할 수 있는기반을 마련했다”며 “GGGI의 글로벌 네트워크와 투자유치∙지식공유 역량을 통해 베트남의 혁신 생태계를 확장해 나가기를 기대한다”고 밝혔다.

베트남 국가혁신센터(NIC)는 정부∙기업∙투자자∙연구기관, 그리고 국제 파트너를 연결하는 허브로서 베트남 내 혁신 생태계의 중심적인 역할을 수행하고 있다. 기술 스타트업 육성, 전략적 투자 촉진, 고급 인재 양성뿐만 아니라 반도체∙인공지능(AI) ∙청정수소∙스마트 제조∙디지털 전환 등 혁신 산업 발전을 조정하는 기능을 맡고 있다.

앞서 2025년 4월에는 김상협 사무총장이 베트남을 공식 방문, 팜 민 찐(Phạm Minh Chính) 총리와 주요 부처 장관들을 만나 GGGI-베트남 국별협력계획(Country Planning Framework, CPF)을 논의하고, 녹색성장 협력 강화를 위한 방안을 협의한 바 있다.
