GGGI Presents CRGG Assessment to Strengthen National Climate Resilience Cooperation

Bishkek, Kyrgyz Republic, November 6, 2025 – The Global Green Growth Institute (GGGI) conducted a workshop to present its Climate-Resilient and Green Growth (CRGG) Assessment, which includes detailed climate and disaster risk analyses of the Kyrgyz Republic. The event brought together over 15 representatives from national ministries to share key assessment findings and discuss their integration into national and local planning processes.
To strengthen local climate resilience, GGGI, in close collaboration with government agencies, conducted a Climate Resilient Green Growth (CRGG) Assessment, which encompassed three complementary studies: the Climate Resilient and Green Growth (CRGG) Assessment, the Climate Risk and Vulnerability Assessment (CRVA), and the Gender and Social Inclusion (GESI) Assessment, which included a baseline review of climate risks and water management in the Kyrgyz Republic, as well as their impacts on local communities and their livelihoods.

The CRGG Assessment finds that the Kyrgyz Republic faces rising climate risks from floods, droughts, and glacial melt, affecting energy, agriculture, and water sectors. It calls for diversifying energy, improving irrigation and water management, and strengthening early warning systems. The CRVA assesses local vulnerability to debris flows and flash floods to guide the design of adaptive measures, early warning systems, and climate-resilient infrastructure. Finally, the GESI Assessment notes that while strong gender and climate policies exist, local implementation remains limited, underscoring the need for greater capacity, inclusion, and recognition of women’s role in resilience building.
The workshop opened with remarks from Hye Ryung (Hayley) Seo, Senior Officer for Climate Resilience at GGGI Kyrgyzstan. Participants reviewed the key findings of the CRGG, CRVA, and GESI Assessment, covering climate risks, sectoral vulnerabilities, and gender and local capacity challenges.
This was followed by a sectoral discussion with representatives from the Ministries of Emergency Situations, Agriculture, Energy, and Natural Resources, Ecology and Technical Supervision, where participants explored practical applications of the assessments and shared perspectives on integrating the findings into national and local planning. The workshop concluded with a joint action planning session to agree on follow-up measures, responsibilities, and investment priorities aimed at strengthening climate resilience, promoting gender equality, and supporting green growth in water-related sectors.
“We hope that today’s discussion will serve as a key step toward reinforcing inter-institutional cooperation and identifying actionable pathways for advancing climate resilience and integrated water resource management,” said Ms. Hye Rung (Hayley) Seo, Senior Officer for Climate Resilience, GGGI Kyrgyzstan, emphasizing the importance of cross-sectoral cooperation.
The workshop is carried out under the framework of the GGGI’s largest disaster risk reduction project, “Strengthening Climate Resilience through Introduction of Innovative Smart Techniques in Flood and Drought Management in Central Asia (2024–2027),” funded by the Ministry of Environment of the Republic of Korea. The project seeks to strengthen climate resilience by conducting comprehensive policy assessments, introducing innovative water management technologies, mobilizing climate adaptation financing, and building capacity at the institutional and local levels.
Looking ahead, GGGI is committed to applying the insights gained from this workshop to guide its ongoing work under the project. By bringing together national authorities, GGGI aims to ensure that the findings inform the Kyrgyz Republic’s climate adaptation strategies and support the development of a robust project pipeline for building climate resilience.
