GGGI Launches Article 6 Readiness Project in Kenya, Collaborating with EU

Nairobi, Kenya, July 10, 2025 – The Global Green Growth Institute (GGGI), in close collaboration with Kenya’s Ministry of Environment, Climate Change and Forestry (MoECCF), launched the ‘Fast-Start Article 6 Readiness Support’ project under GGGI’s Carbon Transaction Facility (CTF). 

The project aims to deliver a comprehensive readiness and needs assessment, contribute to the development of Kenya’s Article 6 strategy, and support capacity development of key government officials. These activities are being undertaken in coordination with ongoing Article 6 implementation efforts by the EU and its Member States, reflecting a unified approach to strengthening Kenya’s institutional and technical readiness for participation in international carbon markets. 

The virtual kickoff event featured a presentation of the overall development partners’ roadmap, prepared by the European Commission’s Task Force International Carbon Pricing and Markets Diplomacy. This was followed by a detailed walkthrough of planned activities by GGGI, Germany’s Gesellschaft für Zusammenarbeit GmbH (GiZ), and other partners. The discussions highlighted the importance of coordinating support across stakeholders and addressed the approach for upcoming missions and multi-stakeholder engagement. Additionally, participants reviewed launch planning for the Rapid Readiness and Needs Assessment findings as well as the dissemination strategy. 

 “Article 6 presents a strategic opportunity for Kenya to access carbon finance that directly supports our national climate goals and sustainable development agenda. This initiative strengthens the Ministry’s capacity to lead on international carbon market engagement and ensures Kenya is well-prepared to benefit from emerging climate finance mechanisms,” said Dr. Eng. Festus K. Ng’eno, Principal Secretary, Ministry of Environment, Climate Change and Forestry. 

 “This project marks a key milestone for Kenya’s climate journey and for GGGI’s partnership with the government. It will help unlock carbon finance by strengthening national capacity and positioning Kenya as a leader in Article 6 implementation across the region,” added Katerina Syngellakis, Africa Regional Director at GGGI. 

 This initiative reflects Kenya’s strong ownership and commitment to climate action. The event served as a clear demonstration of the strong alignment and collaborative spirit among international development partners for increased aid efficiency on international carbon markets. GGGI and all development partners remain committed to support in advancing Kenya’s progress toward the effective implementation of Article 6 of the Paris Agreement. 

 

About the Carbon Transaction Facility 

The Carbon Transaction Facility (CTF) is GGGI’s solution to the challenges that face countries seeking to participate in cooperative approaches under Article 6, and to scaling up international carbon trading. The CTF, launched in October 2024, aims to accelerate global GHG emission reductions by catalyzing carbon trading under Article 6. The CTF structure has two main pillars: the Article 6 Readiness Facility on one side, and a number of multiple ITMO-purchasing carbon funds on the other. The Article 6 Readiness Facility is a multi-donor fund improving host country readiness through technical assistance and capacity building. The Carbon Funds, on the other hand, are a series of individual funds for initiating Article 6 carbon transactions and purchasing Article 6 carbon credits (ITMOs).
