GGGI Lao Team held an introductory meeting on MRV for the Energy Sector

July 26, 2019, Vientiane, Lao PDR – The Global Green Growth Institute (GGGI) Lao PDR team in partnership with the Department of Climate Change of Ministry of Natural Resources and Environment held an introductory meeting on Measurement, Reporting and Verification (MRV) System for the Energy sector in preparation for Lao PDR’s reporting commitments under the UNFCCC and Paris Agreement.

The meeting was attended by various government ministries such as Natural Resources and Environment, Agriculture and Forestry, Public Works and Transport, Energy and Mines, Industry and Commerce, Science and Technology, and its accompanying departments and Institutes. The objectives of the half-day workshop were to present MRV system requirements for the Energy sub-sector, confirm the relevance of sub-sectors and activities in the Energy sector, identify key stakeholders in the Energy sector, identify data points already being collected by sub-sectors, and to distribute and discuss questionnaires on Energy-MRV.

GGGI plans to support the Department of Climate Change over the next several months in strengthening the structure of collecting data processes and creating a consistent process-oriented methodology in preparation for its reporting requirements on greenhouse gas (GHG) inventory, particularly in the energy sector. According to Dr. Jason Lee, Country Representative of GGGI Lao PDR, “To improve the GHG inventory quality, key principles of transparency, consistency, comparability, completeness, and accuracy are critical for data collection and reporting process.”

Participants were informed of the overall process of developing MRV for the Energy Sector and engaged in preliminary discussions of their current work in terms of data collection, reporting, and archiving. The next steps include a series of bilateral meetings with relevant stakeholders to discuss in more detail their engagement in the previous GHG inventory and current situations. This will give an overview of the Energy MRV coverage for further development.
