Seoul, Republic of Korea & Nairobi, Kenya – July 25, 2024 – Kenya is shifting towards a green model of economic growth and development, aiming for sustainability and social inclusivity in its Vision 2030 plan to become an industrialized middle-income country. The government is implementing the Green Economy Strategy and Implementation Plan (GESIP) to guide the transition, emphasizing low carbon emissions, resource efficiency, and social equity, according to a recent report by Kenya’s National Treasury and Economic Planning in collaboration with the Global Green Growth Institute (GGGI).
The Technical Report -titled “Green Growth Index Kenya” – is the first Green Growth Index for Kenya and is based on four green growth dimensions: efficient and sustainable resource use, natural capital protection, green economic opportunities, and social inclusion. The concepts of low carbon economy, ecosystem health, inclusive growth, and resilient society support interlinkages among these dimensions. The Report utilizes the framework for Green Growth Index, which facilitates the use of green growth indicators that are most relevant to Kenya’s environmental, economic, and social contexts.
“The Green Growth Index serves as an evidence-based tool for assessing the impacts of green growth policy implementation and investments in Kenya. It also enables a comprehensive comparison of green growth performance, particularly against top-performing developing countries,” Dr. Chris Kiptoo, Principal Secretary, Kenya National Treasury, said.
“This Green Growth Index is more than just a set of numbers; it is a compass that guides us towards a greener, more sustainable future. It supports our government partners in identifying policy gaps, helping them navigate the intricacies of the transition into a green economy model,” observed Dr. Malle Fofana, GGGI’s Director and Head of Programs, Africa
“The Green Growth Index is grounded in a green growth economic development model, aiming to ensure equal opportunities for economic prosperity while concurrently safeguarding the environment. It also unlocks the access to climate finance for Kenya through the development of pipelines of projects,” Dr. Lilibeth A. Acosta, Program Manager for the Green Growth Performance Measurement (GGPM) at GGGI said. “In 2022, Kenya achieved a Green Growth Index score of 47.95, indicating moderate green growth performance. This underscores the necessity for persistent implementation of the Green Economy Strategy and Implementation Plan (GESIP).”
In line with its 2030 strategy, GGGI will continuously support Members and Partners with a practical and explicit policy tool to measure their green growth performance and track their green growth transition.

About the Green Growth Index
The Global Green Growth Institute (GGGI) developed and first published the Global Green Growth Index in 2019 (https://greengrowthindex.gggi.org/). The Index measures the country’s performance in achieving sustainability goals that support nature-based solutions and enhanced adaptation capacities. Its framework emphasizes four dimensions linked to green growth transition, including efficient and sustainable resource use, natural capital protection, green economic opportunities, and social inclusion. GGGI publishes the Global Green Growth Index every year in partnership with several international, government, and academic institutions and in collaboration with many international experts from various fields relevant to the four green growth dimensions.
