Luxembourg, June 8, 2026 — The Global Green Growth Institute (GGGI) participated in the inaugural Luxembourg International Climate Finance Days (ICF Days) 2026 with a high-level delegation, contributing to global discussions on aligning capital with nature-positive, low-carbon development. Throughout the event, GGGI highlighted its strategic partnership with the Government of Luxembourg, supporting the connection between the financing needs of its Member States and international capital markets.
At the Opening Ceremony, GGGI shared a stage-level testimony marking the 10th anniversary of the Luxembourg Green Exchange (LGX). Ferruccio Santetti, GGGI’s Chief of Staff and Director of Strategy and Sustainable Finance, highlighted the Dominican Republic’s inaugural Sovereign Green Bond—the first in Central America and the Caribbean—displayed on LGX. The bond finances 740 MW of renewable energy, avoids over one million tonnes of CO₂ emissions, and provides access to climate-resilient infrastructure for 1.3 million people.
“That is the power of platforms like LGX: bringing together investors, governments, and businesses to create shared value and turn sustainable finance into tangible outcomes.” Mr. Santetti said.

A central highlight was GGGI’s High-Level Dialogue on Climate Nexus Finance, opened by H.E. Serge Wilmes, Minister for the Environment, Climate and Biodiversity of Luxembourg. The session brought together global stakeholders to advance practical frameworks integrating climate and nature metrics into infrastructure investments. GGGI also contributed to a session with the European Investment Bank on the Global Green Bonds Initiative, exploring how innovative capital markets can unlock large-scale investment. Speaking at the World Federation of Exchanges Sustainability Conference, Mr. Santetti also underscored the importance of integrating biodiversity and natural capital into financial risk assessment.

GGGI brought its leadership in international carbon markets to the week through the Luxembourg Sustainable Finance Initiative’s event ‘Advancing Climate Finance’ in a session ‘Carbon Credits and Markets: From Fragmentation to Coordination’. Fenella Aouane, Managing Director and Head of Carbon Finance debated the issue of converging approaches and standards in the emerging international carbon markets with speakers from the Green Climate Fund and the European Union. A further, closed-door strategic roundtable, hosted by the Ministry of the Environment, Climate and Biodiversity Luxembourg and the Green Climate Fund (GCF) exchanged views on how concessional finance and carbon trading can together help to leverage private sector investment to support transition and sustainable green growth.
“International carbon trading under Article 6 of the Paris Agreement creates a genuine additional income stream for climate action, but translating that potential into real investment requires finance stakeholders at the table from the start. The Luxembourg ICF Days were the first place I have seen this happen in practice,” said Ms. Aouane.

The three-day event concluded with a message from GGGI President and Chair, H.E Ban Ki-moon.
“Luxembourg occupies a unique position at the crossroads of public policy, international development, and private finance. Its highly developed financial centre, regulatory leadership, culture of innovation and leading position in sustainable finance, enabling it to play a catalytic role in mobilizing private capital for the climate transition”
