Pohang, Republic of Korea, May 15, 2025 – The Global Green Growth Institute (GGGI) participated in the World Green Growth Forum (WGGF) to advance collective efforts for a green transition across regions. Under the theme: “Going Green for the Future: Discovering the Path Through Challenges,” the forum gathered governments, businesses, academia, international organizations, and civil society to explore innovative ideas and solutions for green growth.  

Speaking alongside H.E. Ban Ki-moon, the President of the Assembly and Chair of the Council of GGGI and Mr. Adair Lord Turner, Chair of the Energy Transitions Commission, GGGI’s Director-General, Mr. Sang-Hyup Kim, delivered the keynote speech titled “From Ambition to Action: Realizing Green Growth for a Sustainable Future.”  

The Director-General emphasized the gap between global ambition and action on sustainable development, noting that climate action cannot solely be pursued at the national level. Local governments and communities, businesses, and civil society must all play critical roles in driving the green transition. He also discussed the rapid transformation occurring in industries, such as steel, and provided two examples of successful transformations: Luxembourg, which has shifted from a steel steel-based industrial city in Europe to a green finance hub, and Japan, which is massively investing in steel decarbonization through the development of its clean hydrogen ecosystem. Director-General Kim also highlighted Pohang as an example of a city embracing the transition from a traditional steel industry to a more sustainable and green economy, positioning itself as a champion of sustainable urban development. 

Building on this city-level action, the Director-General outlined GGGI’s approach to turning ambition into action on a global scale. He highlighted GGGI’s activities in policy support, green finance, mentioning that in 2024 alone, GGGI helped mobilize USD 4.1 billion of green investment commitments, with 68% of these coming from the private sector, totaling over USD 14.5 billion in commitments since 2015.  

Director-General Kim also shed light on innovation and technology for green growth: Artificial Intelligence (AI) and clean hydrogen. GGGI has recently joined the Coalition for Sustainable AI and is developing an AI-based monitoring, reporting, and verification (MRV) system for its Member States and Partners for high-integrity transactions. Additionally, GGGI is developing the new, highly impactful “H2G” Initiative (Hydrogen to Green Growth for a Sustainable Future) aiming to unlock clean hydrogen’s full potential through partnerships and collaboration.  

During the Forum, GGGI, Pohang City, and Pohang City Council signed a Memorandum of Understanding (MoU). The MoU is a recognition of the importance of city-level climate action and partnerships for green growth. It cements the partnership between GGGI and Pohang city, focusing on supporting green growth and carbon neutrality, and covering areas such as green investment, climate projects, greenhouse gas mitigation, and green growth initiatives for developing countries.  

“Looking at the path ahead, one thing is clear—climate action can’t happen only at the national level. In fact, it’s often at the local level—in our cities and regions—that the real impacts of climate change are felt most deeply. And it is also where we see some of the most powerful opportunities for accelerated change. […] I want to make a special call to local governments, communities, and non-state actors — businesses, civil society, researchers, and everyday citizens. We need all of you in this fight. Your innovation, your action, and your leadership are absolutely essential,” Director-General Kim emphasized.  

With WGGF 2025 as a milestone for multi-level action toward green growth, GGGI is committed to driving forward its approach, actions, and results in collaboration with global and local actors, with the ambition to develop innovative strategies and solutions to tackle climate change and environmental challenges.

GGGI, 2025 세계녹색성장포럼(WGGF) 참석 – 지역·글로벌 파트너십 기반 녹색전환 협력 강화  

대한민국 포항, 2025년 5월 14일 – 글로벌녹색성장기구(GGGI)가 ‘미래를 향한 녹색전환: 도전 속에서 길을 찾다(Going Green for the Future: Discovering the Path Through Challenges)’를 주제로 포항시에서 개최된 ‘2025 세계녹색성장포럼(World Green Growth Forum, 이하 WGGF)’에 참석해 지역과 글로벌 차원의 녹색성장 협력 강화를 위한 방안을 논의했다. 이번 포럼에는 정부, 기업, 학계, 국제기구, 시민사회 대표들이 폭넓게 참여하여, 지속가능한 미래를 위한 녹색전환에 필요한 혁신적인 아이디어와 솔루션을 공유하는 시간을 가졌다.  

GGGI 총회 의장이자 이사회 의장인 반기문 전 유엔 사무총장, 에너지전환위원회(Energy Transitions Commission) 위원장 어대어 터너(Adair Turner)와 함께 기조연설자로 나선 김상협 GGGI 사무총장은 ‘비전에서 행동으로: 지속가능한 미래를 위한 녹색성장의 실현’이라는 주제로 연설을 진행했다.  

김 사무총장은 녹색전환과 지속가능발전에 대한 국제적 논의와 실제 이행 사이의 간극을 언급하며, 지역정부, 지역사회, 기업, 시민사회 등 다양한 주체들의 적극적인 기후변화 대응 역할을 강조했다. 그는 전통적인 철강 도시에서 녹색금융 허브로 발돋움한 룩셈부르크 사례와 철강 산업의 탈탄소화를 추진 중인 일본 사례를 소개하며, 포항 또한 지속가능한 도시발전의 성공적인 모델이 될 수 있음을 강조했다.   

이어서 김 사무총장은 도시 단위의 녹색 전환을 토대로 GGGI가 추진하고 있는 글로벌 이행 전략을 설명했다. GGGI는 정책 수립 지원과 녹색금융 투자 유치를 핵심 활동으로 전개하고 있으며, 2024년 한 해 동안 41억 달러, 2015년 이후 누적 145억 달러 이상의 녹색 투자를 유치하는 성과를 거두었다. 

김 사무총장은 기술 기반의 녹색전환을 언급하며 인공지능(AI)과 수소 에너지의 중요성을 강조했다. GGGI는 최근 ‘지속가능한 AI 연합(Coalition for Sustainable AI)’에 가입하고 회원국 및 파트너를 위한 AI 기반 온실가스 감축량 측정·보고·검증(MRV) 시스템을 개발 중이다. 더불어 수소 기술 도입을 촉진하기 위한 새로운 이니셔티브인 ‘H2G(Hydrogen to Green Growth for a Sustainable Future)’를 통해 협력 관계를 확대해 나갈 계획이다.   

한편, 포럼 기간 동안 GGGI는 포항시 및 포항시의회와 도시 단위 녹색성장 협력에 관한 양해각서(MoU)를 체결했다. 이번 협약은 기후변화 대응에 있어 지방 정부와 도시의 핵심적인 역할을 재확인하고, 녹색성장과 탄소중립 목표 실현을 위한 협력 기반을 마련하는 데 목적이 있다. 협약의 주요 내용은 녹색 투자 유치, 기후변화 대응 사업 공동 발굴, 온실가스 감축 협력, 개발도상국 대상 도시 협력 프로그램 공동 추진 등 다양한 분야를 포괄한다.  

김 사무총장은 “향후 녹색 전환은 국가적 노력 뿐 아니라 도시와 지역, 더 나아가 지역사회 구성원인 시민, 기업, 연구자, 시민사회 등 다양한 주체들의 적극적인 행동과 참여에 달려 있다”며, “이들의 혁신적인 아이디어와 리더십이야말로 우리가 직면한 심각한 기후 위기에 대한 실질적인 해법을 제시하는 열쇠가 될 것이다”라고 강조했다. 

GGGI는 이번 세계녹색성장포럼(WGGF 2025) 참가를 통해 지역 및 글로벌 차원의 협력을 더욱 강화하고, 바탕으로, 정책·기술·재원을 아우르는 다각적인 기후변화 해결책을 지속적으로 발굴하고 확산시켜 나갈 계획이다.
