GGGI Hosted Global Green Growth Week 2025 under the Theme “Innovation in a World in Transition”

Over 3,000 Participants from about 100 Countries Confirmed their Commitment to Climate Cooperation ahead of COP30

Seoul, Republic of Korea, October 31, 2025- The Global Green Growth Institute (GGGI, Director-General Sang-Hyup Kim) hosted Global Green Growth Week 2025 (GGGWeek2025) from October 27 to 31 at its Seoul headquarters under the theme “Innovation in a World in Transition: Driving Green Solutions for Climate and Development.”

• Bringing together 170 speakers from 53 GGGI Member States and global partner organizations, the week featured over 20 thematic sessions on sustainable AI, green finance, hydrogen, carbon markets, adaptation, and resilience. More than 3,000 participants from 100 countries joined both onsite and virtually.

• The opening session featured a special address by H.E. Ban Ki-moon, President & Chair of GGGI and former UN Secretary-General, who underscored the importance of youth participation in addressing global challenges such as the climate crisis, digital transformation, and artificial intelligence. Welcoming remarks were delivered by GGGI Director-General Sang-Hyup Kim and Eun Mee Kim, President of Ewha Womans University. The opening also featured UNEP, P4G, UNOSD, Save the Children, and PlanetPals, who shared cases of digital and AI-driven innovation led by young people.

Ahead of COP30, GGGI organized a High-Level CJK+ASEAN Dialogue on Carbon Market Cooperation in Gyeongju, held in conjunction with APEC 2025 Korea, followed by ministerial and expert-level meetings in Seoul aimed at fostering practical collaboration on global carbon markets.

• On October 28, the CJK+ASEAN High-Level Dialogue held in conjunction with APEC 2025 Korea at the OAR Museum in Gyeongju, convened representatives from the Ministry of Foreign Affairs of the Republic of Korea alongside H.E. Liu Zhenmin (China’s Special Envoy for Climate), Mr. Jiro Hiratsuka (Director-General, Ministry of the Environment, Japan), Mr. Raden Siliwanti (APEC 2025 Chief Representative, Indonesia), Mr. Shuji Zushi (Deputy Secretary-General, Trilateral Cooperation Secretariat), and Hon. Kiatchai Maitriwong (Senator, Thailand) to discuss regional collaboration in Asia’s carbon markets.

On October 29, ministers and senior officials from Pakistan, Sri Lanka, Benin, Zambia, Sweden, Norway, and New Zealand participated in a follow-up session focused on operationalizing Article 6 of the Paris Agreement, which was finalized at COP29. Participants highlighted tangible progress since its adoption and discussed opportunities to expand collaboration through GGGI’s Carbon Transaction Facility (CTF) and SPAR6C programs, which are currently being implemented across 23 countries.

• A closed Ministerial Panel with representatives from Qatar, Pakistan, Mongolia, Ecuador, and Sri Lanka explored practical strategies for deepening cooperation across political, economic, and cultural contexts. In the subsequent expert forum, titled “New Opportunities in Asia’s Carbon Markets,” leading experts, including Robert Stavins of Harvard University, Children’s Investment Fund Foundation (CIFF), and the Asian Infrastructure Investment Bank (AIIB), discussed the integrity and transparency of voluntary carbon markets, emphasizing robust MRV systems, digital innovation, and independent verification and standards.

In addition to High-Level Sessions on Sustainable AI as well as on Global Clean Hydrogen on October 29, GGGI also held a series of bilateral meetings with government representatives and signed over 10 Memoranda of Understanding (MoUs) with global investors, philanthropic organizations, and local governments to strengthen partnerships in climate finance and carbon markets.

• At the Sustainable AI session, Deputy Prime Minister and Minister of Science & ICT Kyung-hoon Bae emphasized the need for new partnerships for building eco-friendly data centers and developing high-efficiency AI semiconductors and quantum computing technologies, highlighting Korea’s accelerated investment in renewable energy–based AI infrastructure.

• Panelists from Rwanda, Indonesia, the UAE, OECS, Google, RWE Renewables, and KAIST discussed pathways to ensure a sustainable, equitable, and inclusive digital transition while accelerating climate action.

• At the Global Clean Hydrogen Forum, GGGI launched the H2G (Hydrogen to Green Growth) Initiative, aimed at strengthening cooperation and knowledge sharing among countries investing in clean hydrogen. Member States also signed a joint declaration of support for the initiative, and GGGI announced that the GGGI Hydrogen Strategy Report will be formally submitted to the Council at its next session.

GGGI and the Embassy of France in Korea co-hosted a commemorative event marking the 10th Anniversary of the Paris Agreement, featuring a special tribute to H.E. Ban Ki-moon, who served as UN Secretary-General when the Paris Agreement was adopted in 2015.

• In his opening remarks, Director-General Sang-Hyup Kim stated, “That powerful moment in 2015 in Paris, when the Presidents of the United States, China, and France walked side by side with former UN Secretary-General Ban Ki-moon, became a lasting symbol of unity for all people on this planet. Now is the time to build on that foundation, to scale up and speed up our collective climate action through stronger connections and partnerships among like-minded actors.”

• In congratulatory remarks, Prime Minister Kim Min-seok reaffirmed Korea’s commitment to closer international cooperation as GGGI’s largest donor, while Seoul Mayor Oh Se-hoon pledged to accelerate the city’s transition toward a carbon-neutral urban system by 2050 through innovation and collaboration. Speeches were also delivered by Yuko Obuchi, Member of the House of Representatives in Japan, and H.E. Philippe Bertoux, Ambassador of France to the Republic of Korea, followed by a special address by H.E. Ban Ki-moon.

• The event, attended by over 400 participants, including ambassadors, GGGI Member State representatives, and international organizations, also featured a Cultural Night for a Sustainable Future, with performances by young artists from Munhwa Industry Forum and Yewon School, underscoring the vital role of culture in inspiring climate action.

• In partnership with the Korea Tourism Organization (KTO), GGGI also offered a series of cultural experiences throughout GGGWeek, including traditional keyring-making, hanbok fitting, and Seoul evening palace tours, providing participants from around the world with an opportunity to experience Korean culture firsthand.

GGGI 개최 글로벌녹색성장주간 “변화하는 세계 속의 혁신”

약100개국에서 3,000여명 참석, COP30 앞두고 기후협력 의지 확인

글로벌녹색성장기구(사무총장 김상협)는 “변화하는 세계 속의 혁신: 기후와 개발을 위한 솔루션”을 주제로 10월 27일부터 31일까지 서울 본부에서 글로벌녹색성장주간(이하 “GGGWeek2025”) 행사를 개최했다.

• GGGWeek2025에서는 53개 GGGI 회원국들과 글로벌 협력기관들이 연합하여 전세계에서 약 170명의 연사를 초청, 지속가능한 AI, 녹색 금융, 수소, 탄소시장, 적응과 회복력 등을 주제로 약 20여개의 세션을 개최했고 국무총리를 비롯해 김성환 기후부 장관, 배경훈 과기부 장관 등 정부 고위인사들과 한정애 의원, 차지호 의원 등 국회 전현직 기후특위 위원 등이 참여했다.
• 개막 첫 행사에는 반기문 전 유엔사무총장이 참석해 기후위기, 디지털 전환, 인공지능 등 현재 인류가 직면한 문제에 대처하기 위해 미래 세대의 의견과 참여가 필요하다고 강조했고, 김상협 사무총장, 김은미 이화여자대학교 총장의 환영사에 이어 UNEP, P4G, UNOSD, 세이브더칠드런, PlanetPals 등 국제기구들이 참여해 미래세대가 주도한 디지털 및 AI혁신 사례를 공유했다.

특히 COP30 개최를 앞두고 APEC 2025 Korea와 함께 한중일 및 아세안 고위급 탄소시장협력 회의를 개최하고, 회원국을 중심으로 장관급 회의를 비롯해 탄소시장의 유치국과 투자국 간 의견을 교류하는 자리를 마련해 글로벌 탄소시장의 실질적인 협력 방안을 모색했다.

• 한중일 및 아세안 고위급 탄소시장 협력 회의는 APEC 2025 Korea와 연계하여 10월28일 경주 오아르미술관*에서 개최되었고, 우리나라 외교부를 비롯해 중국 Liu Zhenmin 기후특사, 일본 환경성 Jiro Hiratsuka 국장, 인도네시아 Raden Siliwanti APEC2025 수석대표, 한중일사무국 Shuji Zushi 사무차장, 태국 Kiatchai Maitriwong상원의원 등이 참석해 아시아 탄소시장의 협력 방안을 논의했다.

• 다음날인 29일 오전 세션에서는 파키스탄 기후변화부 장관 및 스리랑카 환경부 장관을 비롯해 베냉, 잠비아 등 유치국과 투자국(스웨덴, 노르웨이) 및 잠재적 투자국(뉴질랜드)의 정부 고위관료와 정책 전문가들이 참석해, 파리협약 제6조가 지난 COP29에서 최종 승인된 이후 분명한 변화가 있었다고 강조했다. GGGI는 현재23개국 등에서 6조 이행을 지원하고 다양한 양자 협력 협정을 촉진하고 있는 바, 탄소거래기금(CTF)과 SPAR6C 프로그램 등의 확대 가능성을 논의했다.

• 이어, 카타르, 파키스탄, 몽골, 에콰도르, 스리랑카 등 GGGI회원국 및 협력국 장관들이 참석한 비공개 회의에서는 다양한 정치∙경제∙문화적 맥락 속에서 보다 실용적인 해법을 찾기 위한 방안을 모색했고, 아시아 탄소시장의 새로운 기회를 모색하는 전문가 토론에서는 로버트 스태빈스 하버드대 교수를 비롯해, 어린이투자기금재단(CIFF), 아시아인프라투자은행(AIIB) 등의 전문가들이 기조연설에 참여하여, 6조4항 및 탄소시장의 현황을 분석하고, 강력한 MRV 시스템, 디지털 혁신, 독립적인 검증 및 표준 등 자발적 탄소시장의 무결성 및 투명성을 강화하기 위해 필요한 요건들을 모색했다.

뿐만 아니라, 지속가능한 AI 발전을 주제로 한 고위급 세션과 글로벌 청정수소포럼 등도 같은 날 29일 개최, 탄소시장의 확대와 질서 형성에 기여하기 위해 GGGI 회원국 정부 고위 관계자들과 양자면담을 진행하고, 글로벌 투자 및 자선기관, 지자체 등 다양한 기관들과 10건 이상의 MOU 체결식도 진행했다.

• 지속가능 AI세션에서는 배경훈 부총리 겸 과기부 장관이 축사를 통해 친환경 데이터센터 구축, 고효율 AI 반도체 및 양자 컴퓨팅 개발을 위한 새로운 파트너십의 필요성을 언급하고, 한국 정부가 재생에너지 기반 AI 인프라 투자를 가속화하고 있다고 강조했으며,

• 연사 및 패널로는 르완다, 인도네시아, UAE, OECS, 구글, RWE Renewables, 한국과학기술원(KAIST) 등이 참여해 지속가능하고 공정하며 포용적인 디지털 전환을 보장함과 동시에 기후 변화 대응을 가속화할 수 있는 방안에 대해 토론했다.

• 아울러, GGGI는 글로벌 청정수소포럼을 통해 청정수소에 주목하는 국가들과 협력을 촉진하고 파트너십 구축 및 지식 공유를 강화하기 위한 H2G 이니셔티브를 출범시켜, 회원국들과 공동 지지 선언문을 발표했다. GGGI 수소 전략 보고서는 향후 이사회에 공식 제출 예정이다.

GGGI는 또한 파리협약 10주년을 기념하는 공식 행사를 프랑스 대사관과 공동 개최하고 GGGI 이사회 의장이기도 한 반기문 전유엔사무총장을 위한 특별 순서를 마련했다.

• 김상협 사무총장은 개회사에서 “2015년에 파리협약 체결 당시 반기문 유엔사무총장과 함께 미국, 중국, 프랑스 대통령이 나란히 입장하던 순간은 국제 사회의 협력과 연합의 영원한 상징이 되었다”고 회상하며, “파리협약에 근거해 한마음으로 더욱 강력한 협력과 파트너십을 통해 기후행동을 확대하고 지금보다 더 속도를 내야 한다”고 강조했다.

• 이어지는 축사에서 김민석 국무총리는 대한민국 정부가 GGGI의 최대 공여국으로서 기후위기 대응과 녹색 에너지 전환을 위해 국제사회와 더 긴밀하게 협력할 것이라고 약속했으며, 오세훈 서울시장은 2050 탄소중립을 목표로 서울시가 혁신과 연대를 통해 도시 시스템 전환을 가속화하기 위한 노력을 지속할 것을 약속했다. 또 오부치 유코 일본 국회의원, 필립 베르투 주한프랑스 대사의 축사에 이어 반기문 전유엔사무총장의 특별 연설이 이어졌다.

• 본 행사에는 지속가능한 미래를 위한 문화의 밤 행사를 위해 문화산업포럼, 예원학교 등 문화계 인사들을 초청해, 400여명의 참석자들이 공연을 감상하며 기후행동 실천과 참여의 확산에 있어 문화적 영향력의 중요성을 확인했다.

• 아울러, 이번 GGGWeek2025 기간에는 한국관광공사와 함께 다양한 문화 행사(전통 키링 만들기, 한복 체험, 서울 투어 등)를 마련, 각국 참석자들이 한국의 문화를 체험할 수 있는 기회도 제공했다.

글로벌녹색성장기구 (Global Green Growth Institute)에 대해

글로벌녹색성장기구는 2012년 UN지속가능개발회의에서 각국의 정부 간 조약에 기반한 국제기구로 설립되었다.
