Executive Director Sang-Hyup Kim Secures Key Commitments via High-Level Meetings with Cambodian Environment Minister for USD 300M Tonle Sap Project and Article 6 Carbon Mechanisms, while Leading Transboundary Water Solidarity at AAWC Board Meeting in Lao PDR

Phnom Penh / Vientiane, July 29, 2026 – The Global Green Growth Institute (GGGI) announced that Executive Director Sang-Hyup Kim completed an official mission to Cambodia and Lao PDR from July 27 to 30, 2026, achieving major diplomatic milestones to advance climate finance, expand carbon markets, and strengthen regional water security.

As the core highlight in Phnom Penh, Executive Director Kim held a high-level meeting with H.E. Dr. Eang Sophalleth, Minister of Environment of Cambodia, to review ongoing cooperation, including the USD 300 million Tonle Sap Basin initiative and carbon market implementation, followed by a formal signing ceremony for the strategic direction of the Cambodia Country Planning Framework (CPF).

Under the newly aligned Framework, GGGI will mobilize green investments through mechanisms, including the Green Climate Fund, the Korea Development Bank-funded Climate Technopreneurship project, Climate Technology Accelerator Fund (CTAF), Article 6 readiness, and green bond market development, while prioritizing the Tonle Sap Sustainable Environmental Initiative for a climate-resilient future.

H.E. Dr. Eang Sophalleth, stated, “This Framework provides a clear direction for strengthening cooperation, mobilizing investment, and implementing practical solutions that support our national climate and environmental priorities.”

 

GGGI Executive Director Sang-Hyup Kim added, “Cambodia has been a valued partner of GGGI since 2012 and a strong supporter of sustainable development. Through this Framework, we will work closely with Cambodia to translate its climate ambitions into tangible projects, investments, and lasting community benefits through robust carbon market cooperation.”

Earlier in the mission, Executive Director Kim visited Siem Reap province to discuss community-level green growth and sustainable tourism with municipal leaders. Witnessing innovative Korean climate-tech solutions in action, he experienced the city’s low-carbon mobility transition firsthand by riding VERYWORDS electric tuk-tuks, a milestone built upon the first-ever ITMO (Internationally Transferred Mitigation Outcome) project between South Korea and Cambodia.

Additionally, he met with H.E. Kim Chang-yong, Ambassador of the Republic of Korea to Cambodia, to discuss expanding partnerships in climate technology and green investment, highlighting the strong momentum of Korean climate innovation, including projects selected under the Climate Technology Accelerator Fund (CTAF) co-founded with the Korean Ministry of Science and ICT (MSIT).

Building on this momentum, Executive Director Kim traveled to Vientiane, Lao PDR, on July 29 to attend the meeting of the Asia National Assembly Water Consultative Board (AAWC), a regional inter-parliamentary body uniting lawmakers to drive legislative solutions for water and climate resilience.

Addressing the Board of Directors, Executive Director Kim delivered congratulatory remarks to a gathering of AAWC council members, regional parliamentarians, key Lao ministers, and international organizations, he emphasized,

“As Asia faces escalating climate crises like floods and droughts, the Mekong Basin highlights a fundamental truth: water security cannot be achieved in isolation. What happens upstream impacts communities downstream, making platforms like AAWC that foster vital transboundary and collaborative action more critical than ever.”

The sessions focused on key pillars including enhancing regional water security, scaling up climate-smart adaptation, and mobilizing green finance. A major highlight was the official adoption of the Vientiane Statement, establishing a unified policy roadmap for regional water cooperation and climate resilience. On the sidelines of the event, Executive Director Kim and AAWC Council members met with the Prime Minister of Lao PDR, H.E. Sonexay Siphandone.

프놈펜 / 비엔티안, 2026 년 7월 29일 (현지시각) – 글로벌녹색성장기구(사무총장 김상협, 이하 “GGGI”)는 지난 7월 27일부터 30일까지 김상협 사무총장의 캄보디아 및 라오스 공식 방문을 통해 기후금융 확대, 탄소시장 활성화, 지역 수자원 안보 강화를 위한 주요 외교적 성과를 거두었다고 밝혔다.

프놈펜 공식 방문의 핵심 일정으로, 김상협 사무총장은 잉 소팔렉(H.E. Dr. Eang Sophalleth) 캄보디아 환경부 장관과 고위급 회담을 갖고 3억 달러 규모의 톤레사프(Tonle Sap) 유역 사업과 탄소시장 이행 등 협력 사항을 점검했으며, 캄보디아 국가협력체계(CPF) 전략 방향에 대한 공식 서명식을 가졌다.

• 이번 협력 체계 따라 GGGI는 녹색기후기금(GCF), 한국산업은행(KDB)이 지원하는 기후 기술 창업가 육성 사업, 글로벌기후기술촉진기금(CTAF), 파리협정 제6조 이행 준비, 녹색채권 시장 개발 등의 수단을 통해 녹색 투자를 동원하는 한편, 기후 회복력 있는 미래를 위한 톤레사프 지속가능환경 사업을 최우선 과제로 추진할 예정이다.
• 김상협 GGGI 사무총장은 “캄보디아는 2012년 이래 GGGI의 소중한 파트너이자 지속 가능한 발전과 국제 협력을 강력하게 지지해 온 국가”라며, “이번 체계를 통해 캄보디아와 긴밀히 협력하여 기후 공약과 녹색 성장 구상을 구체적인 프로젝트, 녹색 투자, 그리고 강력한 탄소시장 협력을 통한 지역 사회의 지속적인 혜택으로 전환해 나갈 것”이라고 덧붙였다.

또한 김 사무총장은 시엠립 주를 찾아 현지 지도자들과 지역 사회 중심의 녹색 성장 및 지속 가능한 관광 방안을 논의했다. 특히 양국 간 최초의 국제감축실적(ITMO) 이전 사업인 ‘베리워즈(VERYWORDS)’의 전기 툭툭을 직접 시승하며, 한국의 혁신적인 기후테크 솔루션이 이뤄낸 시엠립의 저탄소 모빌리티 전환 현장을 직접 체험했다.

• 한편 김창룡 주캄보디아 대한민국 대사와 만나 기후 기술, 녹색 투자, 탄소시장 분야의 협력 확대 방안을 논의하며, 글로벌기후기술촉진기금(CTAF) 등을 통해 이어지는 한국 기후 혁신 사업들의 강력한 추진 동력을 높이 평가했다.

이후, 라오스 비엔티안에서 개최하는 아시아국회의원물협의회(AAWC, Asia National Assembly Water Consultative Board)* 회의에 참석했다.

• AAWC 의장을 맡고 있는 한정애 의원의 개회사에 이어, 김 사무총장은 축사를 통해 “아시아가 홍수와 가뭄 등 고조되는 기후 위기에 직면한 가운데, 메콩강 유역은 수자원 안보가 고립된 상태에서는 달성될 수 없다는 진실을 보여준다”며, “상류의 변화가 하류 지역사회에 직결되는 만큼, 초국경적 협력을 이끄는 AAWC와 같은 플랫폼의 역할이 그 어느 때보다 중요하다”고 강조했다.
• 행사의 일환으로 김상협 사무총장은 AAWC 의원들과 함께 소네사이 시판돈(H.E. Sonexay Siphandone) 라오스 총리를 예방했다.

GGGI는 앞으로도 메콩 지역을 비롯한 글로벌 남반구 국가들과 긴밀히 협력하여, 기후 위기 대응과 지속가능한 개발을 위한 혁신적인 해결책을 지속적으로 확산해 나갈 방침이다.
