Manila, Philippines, June 9, 2026 – The Global Green Growth Institute (GGGI) has achieved a major diplomatic milestone by securing its first-ever core funding contribution from the Government of the Philippines. This landmark decision marks a historic precedent, representing the very first core financial contribution to GGGI from a member country in the Global South.

To formally acknowledge this milestone, the Executive Director of GGGI, Sang-hyup Kim, held a high-level bilateral meeting with Ms. Maria Theresa B. Dizon-De Vega, Undersecretary of the Department of Foreign Affairs (DFA) of the Philippines and former Ambassador to the Republic of Korea. During the meeting, Mr. Kim expressed deep appreciation for the DFA’s leadership, emphasizing that this core funding demonstrates the Philippines’ proactive commitment to multilateral green growth cooperation. 

The two leadership teams reviewed strategic regional initiatives, including methane mitigation, low-carbon rice development, and green technology mobilization, that align seamlessly with the Philippines’ upcoming regional priorities. Additionally, structural discussions were initiated for the Philippines-GGGI Country Planning Framework (CPF) 2026–2028 to solidify long-term alignment with national green growth targets.

Undersecretary Maria Theresa B. Dizon-De Vega also expressed her support for convening an annual inter-agency alignment meeting with government agencies and donors to provide updates on GGGI’s work and enhance coordination among key stakeholders. She assured, “we will certainly remind the government agencies about the initiatives of GGGI,” further reaffirming the DFA’s commitment to strengthening collaboration with GGGI.

Building on this diplomatic momentum, GGGI also signed a strategic Memorandum of Understanding (MoU) with the Civil Aviation Authority of the Philippines (CAAP). 

During the ceremony, GGGI Executive Director, Sang-hyup Kim, stated, “I am truly glad that the Philippines is now on its way to decarbonizing its aviation. Because the aviation industry is truly growing, it’s not just about decarbonizing the transport, but also about job creation and industry development.”

This agreement establishes a formal operational framework to accelerate CAAP’s Sustainable Aviation Fuel (SAF) Roadmap in support of the Philippines’ aviation decarbonization commitments and long-term sustainability goals. 

Furthering this comprehensive climate agenda across key sectors, Executive Director Kim also engaged in a series of high-level bilateral meetings with Secretary Ma. Cristina A. Roque of the Department of Trade and Industry (DTI) as well as Secretary Juan Miguel T. Cuna of the Department of Environment and Natural Resources (DENR). 

These diplomatic and technical breakthroughs reflect the rapid, structured expansion of GGGI’s program in the Philippines. Following the ratification of the Host Country Agreement (HCA) in 2024, facilitated by GGGI President and Chair Mr. Ban Ki-moon, GGGI has successfully expanded its active portfolio across key provinces, including Mindoro, Surigao, and the BARMM region, driving transformative green interventions under the auspices of the DFA.

필리핀 마닐라, 2026 년 6월 10일 – 글로벌녹색성장기구(사무총장 김상협, 이하 “GGGI”)가 필리핀 정부로부터 사상 첫 핵심 분담금을 유치하며 중대한 외교적 이정표를 세웠다. 이번 결정은 개발도상국인 회원국이 GGGI에 핵심 재정을 기여한 최초의 사례로, 전례 없는 성과다.

이를 기념해 김상협 GGGI 사무총장은 마리아 테레사 디존-데 베가(Maria Theresa B. Dizon-De Vega) 필리핀 외교부 차관(전 주한 필리핀 대사)과 고위급 양자 면담을 가졌다. 김 사무총장은 외교부의 리더십에 깊은 사의를 표하며, 이번 분담금 지원은 다자간 녹색성장 협력을 향한 필리핀 정부의 주도적 의지를 보여주는 확고한 증거라고 강조했다.

• • 양측은 메탄 저감, 저탄소 쌀 개발, 녹색기술 도입 등 필리핀의 차기 역내 최우선 과제들과 긴밀히 맞물린 전략적 협력 사업들을 검토했다. 아울러 국가 녹색성장 목표와의 장기적 정합성을 강화하기 위해 ‘필리핀-GGGI 사업 계획(2026-2028)’ 수립을 위한 실무 논의도 본격화했다.
  • 디존-데 베가 차관은 그간의 성과를 공유하고 주요 이해관계자 간 조율을 긴밀히 하고자 정부 부처 및 공여 기관들이 동참하는 연례 정례회의 개최를 적극 지지했다. 이어 “GGGI가 추진하고 있는 다각적인 기후 사업들을 관계 부처에 확실히 각인시키겠다”며 협력 강화 의지를 재확인했다.

GGGI는 이러한 외교적 동력을 발판 삼아 필리핀 민간항공청(CAAP)과 업무협약(MoU)을 체결하고 지속가능항공 협력을 본격화했다.

• • 협약식에서 김상협 GGGI 사무총장은 “필리핀이 항공 부문 탄소 감축을 위한 본격적인 여정에 나서게 된 것을 진심으로 환영한다”며 “항공 산업의 성장세를 고려할 때, 이번 협력은 단순히 교통 부문 탄소 저감을 넘어 일자리 창출과 산업 발전 측면에서도 의미가 크다”고 밝혔다.
  • 이번 협약에 따라 양 기관은 필리핀의 항공 탄소중립 공약 이행을 돕고 ‘지속가능항공유(SAF) 로드맵(2030년 1%, 2040년 10% 혼합 의무화)’의 실행을 가속화하는 실무 운영 프레임워크를 가동한다.

기후 대응 의제를 전 부처로 확산하기 위해, 김 사무총장은 마리아 크리스티나 로케(Ma. Cristina A. Roque) 통상산업부 장관 및 후안 미겔 쿠나(Juan Miguel T. Cuna) 환경천연자원부 차관과도 연이어 면담을 가졌다.

이처럼 다방면에서 거둔 외교기술적 성과는 필리핀 내에서 한층 높아진 GGGI의 위상과 영향력을 잘 보여준다. 특히 반기문 GGGI 총회·이사회 의장의 조력으로 2024년 본부협정(HCA)이 비준된 이래, GGGI는 외교부의 지원 아래 민도로(Mindoro), 수리가오(Surigao), 방사모로 이슬람 자치구(BARMM) 등 필리핀 주요 지역 전역으로 활동 지평을 넓히며 혁신적인 녹색 전환을 주도하고 있다.
