Belém, Brazil, November 18, 2025 – The Global Green Growth Institute (GGGI), led by Executive Director Mr. Sang-Hyup Kim, participated in the 30^th Conference of the Parties to the UNFCCC (COP30), held from November 10 to 21 in Belém, Brazil. During COP30, GGGI co-organized 16 side events with international organizations, including the United Nations Framework Convention on Climate Change (UNFCCC), International Telecommunication Union (ITU), International Energy Agency (IEA), as well as with governments and non-profit organizations. GGGI also signed 10 cooperation agreements with partners such as the UNFCCC and the Global Methane Hub, and participated in approximately 40 events hosted by international organizations and government bodies, including the creation of the ITU-led Green Digital Action Hub.

• On the opening day of COP30, GGGI announced a new partnership with the Global Methane Hub to catalyze large-scale methane reduction across the agriculture, energy, and waste sectors in developing countries, beginning with initiatives in Mexico, Nigeria, and Senegal. GGGI also joined the creation of the Green Digital Action Hub, led by ITU, to accelerate the integration of digital technologies and sustainable development. Participating institutions include the UNFCCC, UN Institute for Training and Research (UNITAR), the Brazilian National Telecommunications Agency (Anatel), and the German Agency for International Cooperation (GIZ).

• GGGI co-hosted an event on the just transition, sharing policy insights and expert recommendations with the IEA on building climate-resilient economies. GGGI also explored approaches for integrating health equity into NDC targets and adaptation plans in cooperation with the World Health Organization (WHO) and the International Labour Organization (ILO), and worked with small island developing states to strengthen localized climate finance and highlight the importance of Locally Led Adaptation (LLA).

GGGI played a key role at COP30 in advancing practical ways for implementing Article 6 of the Paris Agreement, strengthening cooperation between buyer and seller countries to scale carbon markets.

• On November 13 (local time), GGGI’s Executive Director Kim signed an MOU with UNFCCC Executive Secretary Simon Stiell, pledging enhanced cooperation in key areas, including support for developing countries’ National Adaptation Plans and NDC implementation, advancement of international carbon markets, improved access to climate finance, and empowerment of women, children, and youth in digital innovation.

• On November 14, GGGI co-hosted a joint side event with the UNFCCC Secretariat and the Ministry of Economy and Finance of the Republic of Korea, announcing plans to collaborate with the Ministry to advance the Global Voluntary Carbon Market program aligned with the Paris Agreement (GVCM). Executive Director Kim emphasized in his remarks, “The GVCM we are here to launch today is, quite simply, a powerful and timely initiative to finally overcome the trust deficit plaguing voluntary carbon markets,” and added “With its leading expertise and networks in the climate sector, GGGI will cooperate for building a high-integrity voluntary carbon market.”

As COP30 marks the 10^th anniversary of the Paris Agreement and the need for operational mechanisms is more pressing than ever, GGGI continues to play a central role by effectively operating the Carbon Transaction Facility (CTF)*, which promotes ITMO-based cooperation among Member States.

• UNFCCC Executive Secretary Simon Stiell announced that 113 countries have submitted their 2035 NDCs, noting that “the pace and scale of efforts to cut emissions and build resilience must now increase dramatically to keep the 1.5°C goal within reach.”

• On November 13, GGGI was officially admitted as an observer organization for the IPCC, reinforcing its standing as a credible and technically capable institution supporting global climate action. GGGI also welcomed a concrete outcome during COP30: under a newly concluded bilateral cooperation agreement between Norway and Pakistan, Norwegian Article 6 Climate Action Fund will be made available for implementation through the CTF program, strengthening its operational impact.

*CTF(Carbon Transaction Facility): Launched by GGGI in October 2024, the CTF is a program designed to promote carbon transactions under Article 6 of the Paris Agreement to expand the scale of international carbon trading and accelerate global greenhouse gas emissions reductions.

글로벌녹색성장기구(사무총장 김상협, 이하 “GGGI”)는 11월 10일부터 21일까지 브라질 벨렝에서 개최되는 제30차 유엔기후변화협약 당사국총회에 참석, ▴UNFCCC, ITU, IEA, UNDP 등 국제기구를 비롯한 각국 정부기관, 비영리기구, 지자체 등 다양한 기관들과 협력하여16건의 부대행사 개최, ▴UNFCCC, Global Methane Hub 등과 10건의 업무협약 체결, ▴ITU 주도 Green Digital Action Hub 설치 등 국제기구와 각국 정부기관 등이 주최한 약 40건의 행사에 참여했다.

• 개막 첫날에는 농업, 에너지, 폐기물 부문 전반에 걸쳐 개발도상국의 대규모 메탄 감축을 촉진하기 위해 글로벌메탄허브(Global Methane Hub)와 파트너십을 체결, 멕시코, 나이지리아, 세네갈을 중심으로 이니셔티브를 시행하기로 발표했고, 국제전기통신연합(ITU) 주도로, 디지털 기술을 활용하여 지속가능한 미래를 위한 혁신을 가속화하는 Green Digital Action Hub 설치에 UNFCCC, UNITAR, 브라질 Anatel, 독일 GIZ 등과 함께 참여했다.
• 또 정의로운 전환을 주제로, 국제에너지기구(IEA)와 함께 기후 회복력을 갖춘 경제 구축을 위해 국가별 법제도 사례 및 전문가 제안을 공유하고, WHO, ILO 등과 협력해 기후정의 차원에서 의료형평성을 NDC목표 및 적응 계획에 반영하기 위한 구체적인 방안을 모색하며, 소도서국들과 함께 기후금융을 지역화하기 위한 다양한 접근 방식을 논의, 지역주도 적응(Locally Led Adaptation)의 중요성을 강조했다.

특히, GGGI는 지난 당사국총회에서 타결된 파리협약 제6조의 이행을 위해 구체적이고 실질적인 방안을 적극 모색하고 탄소시장 유치국과 투자국 간 가교 역할을 하며 논의를 주도했다.

• 현지 시간 기준 13일, GGGI 김상협 사무총장은UNFCCC 사이먼 스틸 사무총장과 업무협약을 체결, 개발도상국들의 국가적응계획 및 감축목표 이행을 지원하고 탄소시장 발전, 기후재원에 대한 접근성 강화, 그리고 여성, 아동, 청소년의 역량 강화 및 디지털 혁신에 이르기까지 다양한 분야에서 협력할 것을 약속했다.
• 이어, 14일에는 UNFCCC 홍보관에서UNFCCC 및 한국의 기획재정부와 함께 부대행사를 개최하고 파리협약 6조에 기반한 글로벌 자발적 탄소시장(GVCM)의 추진을 위해 기획재정부와 협력할 계획을 발표했다. 김상협 GGGI 사무총장은 축사를 통해 “GVCM이 탄소시장의 신뢰 격차(trust deficit)를 극복할 시의적절한 해법”임을 강조하며 “기후분야에서 최고의 전문성과 네트워크를 보유한 국제기구인 글로벌녹색성장기구가 고도의 무결성을 갖춘 탄소시장 구축에 적극 협력하겠다”고 밝혔다.

금번 COP30는 파리협약이 체결된 지 10년이 되는 해로, 파리협약의 이행 수단 마련이 시급한 시점에서 GGGI는ITMO를 기반으로 회원국들간 협력을 촉진하는 CTF(Carbon Transaction Facility)* 프로그램을 효과적으로 운영하는 등 중추적인 역할을 하고 있다.

*CTF(Carbon Transaction Facility):  파리협약 제6조에 따른 탄소거래 촉진을 위해 GGGI가 지난해 10월 출범시킨 프로그램으로, 국제 탄소거래 규모를 확대해 전세계 온실가스 배출량 감축의 가속화에 기여하는 것을 목표로 함.

• 사이먼 스틸 UNFCCC 의장은 총회 개막 직전까지 총 113개국이 2035 NDC를 제출했다며 밝히며, “5°C목표 달성을 위해서는 배출량 감축 및 회복력 구축을 위한 노력의 속도와 규모를 크게 늘려야 한다”고 강조했다.
• 한편, GGGI는 현지 시간 13일 기준, 유엔 기후변화에 관한 정부간 협의체(IPCC)의 옵저버 국제기구로 공식 지정되었으며, 이번 총회기간 체결된 노르웨이와 파키스탄 간 양자 협정으로 노르웨이 제6조 기금(Norwegian Article 6 Climate Action Fund)을 CTF 프로그램에 활용할 수 있게 되는 등 실질적인 성과도 거두었다.
