Singapore, May 8, 2025- The Global Green Growth Institute’s (GGGI) Director-General, Mr. Sang-Hyup Kim, attended the Ecosperity Week 2025 titled “Asia’s Race Towards 2030: All Systems Go”. During the event, he participated in the Carbon Regulation Roundtable and engaged in high-level discussions on accelerating decarbonization and enhancing carbon market integrity in the region.  

At the Carbon Regulation Roundtable, Director-General Kim reiterated GGGI’ support to the harmonization of carbon markets, where the environmental integrity guidance and rules of Article 6 of the Paris Agreement serve as the primary reference for international carbon trading. He also mentioned the need for countries to adopt governance frameworks tailored to their national approaches, while noting the importance of standardization to scale up the demand and supply in the carbon markets. Additionally, he highlighted GGGI’s ongoing efforts to develop an AI-based monitoring, reporting, and verification (MRV) system to support transparency, reduce verification costs and timelines, and facilitate high-integrity transactions.  

During the roundtable, Director-General Kim also engaged with key climate and finance leaders, including Ms. Ho Ching, Chairman of Temasek Trust, and Mr. Frederick Teo, CEO of Gen Zero. Their presence underscored the growing importance of discussions around carbon market integrity and climate finance. 

GGGI launched the Carbon Transaction Facility (CTF) in 2024, as the first international facility solely focused on expanding Article 6-aligned carbon markets. The CTF offers a comprehensive solution to scaling up international carbon trading under Article 6 of the Paris Agreement, addressing major challenges in market development through a collection of single and multi-donor funds aimed at increasing host country readiness and facilitating transactions of Internationally Transferred Mitigation Outcomes (ITMOs).  

In addition to participating in Ecosperity Week, Director-General Kim engaged in a series of high-level meetings, including with Mr. Benedict Chia, the Director-General (Climate Change) from the National Climate Change Secretariat in the Strategy Group at the Singapore Prime Minister’s Office and Mr. Ravi Menon, Climate Ambassador of Singapore to discuss further collaboration under the CTF. He also met with Mr. Laven Thiru, Executive Director of Infrastructure Asia, explored synergies in sustainable finance and knowledge sharing in sustainable infrastructure.   

GGGI’s participation in Ecosperity Week 2025 reflects its continued commitment to supporting Member States and Partners in building transparent, equitable, and effective carbon markets, contributing to global decarbonization efforts through trusted systems, policy alignment, and inclusive access to finance. 

GGGI, 에코스페리티 위크 2025 참석 – 아시아 탈탄소화 및 탄소시장 투명성 강화 논의 

 싱가포르, 2025년 5월 8일 – 글로벌녹색성장기구(GGGI) 김상협 사무총장이 싱가포르에서 열린 ‘에코스페리티 위크 2025(Ecosperity Week 2025)’에 참석했다. ‘아시아의 2030년을 향한 전력 질주(Asia’s Race Towards 2030: All Systems Go)’를 주제로 진행된 이번 행사에서 김 사무총장은 ‘탄소 규제 라운드테이블(Carbon Regulation Roundtable)’에 참여하고, 아시아 지역의 탈탄소화와 탄소시장 신뢰성 제고를 위한 고위급 논의에 함께했다. 

GGGI는 이번 라운드테이블에서 파리협정 제6조*가 국제 탄소거래의 주요 기준이 되어야 한다고 강조하며, 국가 간 시장 연계와 표준화의 중요성을 언급했다. 김 사무총장은 각국이 자국 상황에 맞는 거버넌스 체계를 수립하되, 국제 시장의 활성화를 위해 공통된 기준과 조화로운 접근 방식이 병행되어야 한다고 밝혔다. 이어 GGGI가 현재 개발 중인 인공지능(AI) 기반 온실가스 모니터링·보고·검증(MRV) 시스템을 소개하며, 해당 시스템을 통해 검증 비용과 소요 시간을 절감하고, 탄소 거래의 투명성과 신뢰성을 제고할 수 있을 것이라고 설명했다. 

* 파리협정 제6조: 국가와 기업이 국가 온실가스 감축목표(NDC) 이행을 위해 온실가스(GHG) 감축 실적을 국제적으로 거래할 수 있도록 허용하는 협약 규정이다. 

라운드테이블 현장에서 김사무총장은 테마섹 홀딩스 (Temasek Trust) 호 칭(Ho Ching) 이사장, 젠제로(Gen-Zero) 프레드릭 테오(Fredrick Teo) 최고경영자를 비롯한 주요 기후·금융 분야 리더들과 의견을 나눴다. 이들의 참석은 탄소시장 건전성과 기후금융에 대한 논의가 확대되고 있음을 시사한다.  

GGGI는 2024년 ‘Carbon Transaction Facility(CTF)’를 출범해, 파리협정 제6조에 부합하는 국제 탄소시장 확대를 본격적으로 추진하고 있다. CTF는 단일 및 다자 공여 방식의 자금을 바탕으로, 시장 초기 단계의 주요 장벽을 해소하고, 탄소배출권(ITMO, Internationally Transferred Mitigation Outcomes) 거래를 위한 기반을 마련하고 있다. 

에코스페리티 위크 기간 중, 김 사무총장은 베네딕트 치아(Benedict Chia) 싱가포르 총리실 국가기후변화전략그룹 국장, 라비 메논(Ravi Menon) 싱가포르 기후대사, 라벤 티루(Laven Thiru) 인프라 아시아(Infrastructure Asia) 사무총장과 각각 만나 CTF를 활용한 협력 확대 방안, 지속가능 인프라 분야의 지식 교류, 녹색금융 연계 가능성 등을 논의했다. 

GGGI는 이번 에코스페리티 위크 2025 참여를 계기로 회원국 및 파트너들이 투명하고 공정하며 효과적인 탄소시장을 구축할 수 있도록 지원하는 한편, 신뢰할 수 있는 시스템과 정책 기반, 포용적인 금융 접근을 통해 글로벌 탈탄소화를 위한 노력을 지속적으로 뒷받침해 나갈 예정이다.
