GGGI and Viet Nam’s Ministry of Science and Technology announce strategic MoU on green innovation and digital transformation

The MoU exchange ceremony is held on the sidelines of TECHFEST Viet Nam 2025 in Ha Noi, highlighting the role of AI, science and technological innovation in accelerating Viet Nam’s green growth and net-zero transition.

Ha Noi, Viet Nam, 13 December 2025 — On the sidelines of TECHFEST Viet Nam 2025, one of the country’s largest annual festivals for innovative startups, the Ministry of Science and Technology (MST) and the Global Green Growth Institute (GGGI) held an exchange ceremony to formalize their Memorandum of Understanding (MoU).

The MoU establishes a cooperation framework between MST and GGGI in science, technology, innovation and digital transformation in support of Viet Nam’s green growth objectives.

Speaking at the ceremony, Deputy Minister of Science and Technology H.E. Hoang Minh affirmed that “science and technology are the foundation of innovation-driven growth. Our objective is that not only startups, but also universities and the wider business community, gear their research and product development toward the goals of green growth and innovation.”

He emphasized that the Ministry of Science and Technology is committed to working closely with partners such as GGGI and the community of innovators to develop solutions that are aligned with Viet Nam’s green growth objectives and its green transition.

Mr. Juhern Kim, GGGI Country Representative to Viet Nam emphasized “Viet Nam’s next growth story will be written where AI, deep tech and green innovation and entrepreneurship meet. Because the climate crisis is time-bound, green technologies need to scale much faster. Through this MoU, we will work closely with Viet Nam’s startups, policymakers and investors to accelerate climate-tech transfer, scale up existing solutions, and build a stronger pipeline of de-risked, bankable projects and blended-finance opportunities for the country’s net-zero transition.”

By combining MST’s leadership in science, technology and innovation with GGGI’s green growth and green investment expertise, the collaboration will help Viet Nam scale climate solutions, viable, build viable green business models and bankable projects that enhance national competitiveness and advance its long-term climate . As part of preparing and operationalizing this MoU, GGGI and MST agencies such as National Agency for Technology Entrepreneurship and Commercialization Development (NATEC) have undertaken joint activities, including co-organizing the Open Innovation Day 2025 in Ho Chi Minh City in October.

The MoU builds on GGGI’s broader collaboration with Viet Nam on innovation and climate action, and aligns with key national policy frameworks including the National Digital Transformation Program to 2025, with a vision to 2030; the National Strategy on Research, Development and Application of Artificial Intelligence until 2030; the National Green Growth Strategy for the 2021–2030 period, with a vision to 2050; and the Scheme for Circular Economy Development in Viet Nam.

In April 2025, GGGI Executive Director Sang-Hyup Kim met with Prime Minister Pham Minh Chinh and key ministerial leaders, including the Minister of Science and Technology H.E. Nguyen Manh Hung, to deepen partnerships for the country’s green growth and net-zero transition. This MoU is a concrete outcome of that high-level meeting.

Led by the Ministry of Science and Technology and co-organized with the Ha Noi People’s Committee, TECHFEST Viet Nam 2025 (12-14 December 2025) is the largest edition to date, featuring around 700 exhibition booths along the Hoan Kiem Lake pedestrian street and reportedly drawing more than 60,000 in-person and online participants, including investors, incubators and international delegations.
