GGGI and TGO Forge Landmark Partnership to Accelerate Thailand’s Net-Zero Transition and Establish ASEAN Carbon Market Hub

Bangkok, Thailand, February 25, 2026 – The Global Green Growth Institute (GGGI) and the Thailand Greenhouse Gas Management Organization (TGO) signed a Memorandum of Understanding (MoU) to formalize a shared vision for regional climate action. The official signing ceremony took place at the Ministry of Natural Resources and Environment, with the agreement formalized by Mr. Sang-Hyup Kim, Executive Director of GGGI, and Mr. Nakorn Tangavirapat, Executive Director of TGO. 

The MoU establishes a structured, high-level platform to advance cooperation across three vital pillars: advancing carbon market integrity, mobilizing green finance, and enhancing capacity at both the national and regional levels. Through this partnership, GGGI and TGO aim to strengthen the ecosystem for high-integrity carbon markets by facilitating the exchange of best practices for Article 6 of the Paris Agreement and promoting robust standards for carbon credit generation. The collaboration will also focus on reducing investment barriers to mobilize green finance, assisting stakeholders in setting Science-Based Targets (SBT), and supporting the deployment of innovative technologies, including Artificial Intelligence, to solve complex industrial climate challenges. Through this agreement, both organizations are building the framework to connect financial institutions with low-carbon project developers, accelerating the path to credible decarbonization.  

This partnership marks a significant milestone in our journey to accelerate Thailand’s transition towards a net-zero future,” stated Mr. Nakorn Tangavirapat, Executive Director of TGO. He emphasized that combining TGO’s expertise in greenhouse gas management with GGGI’s global experience will strengthen the foundation for high-integrity carbon markets and elevate the international recognition of Thailand’s schemes. “I am confident that through this synergy, we will effectively bridge the gap between policy and practice, driving Thailand towards its ambitious Net Zero target and serving as a model for regional leadership in climate action,” Tangavirapat added.

 

The agreement builds upon Thailand’s strategic position as the premier regional implementation hub for the entire ASEAN bloc. Mr. Sang-Hyup Kim, Executive Director of GGGI, noted that the MoU provides the foundation for deep collaboration under pivotal initiatives like the Thailand Carbon Neutral Network (TCNN) and the High Integrity ASEAN Carbon Initiative (HACI). He commended Thailand’s recent milestone of having its Premium T-VER scheme officially approved by the International Civil Aviation Organization (ICAO) for use under the CORSIA scheme, making it the only national carbon crediting program in ASEAN to achieve full eligibility. “When we harmonize carbon policies and build a credible, interoperable market across Southeast Asia, we don’t just reduce emissions—we create a powerful economic engine for green growth across the entire region,” Executive Director Kim concluded.
