GGGI and Luxembourg join forces to Strengthen and Promote Sustainable, Resilient Growth in Pacific and Caribbean Small Island Developing States

Luxembourg, June 8th 2023 – The Global Green Growth Institute (GGGI) and the Government of the Grand Duchy of Luxembourg, represented by its Ministry of the Environment, Climate and Sustainable Development (MECSD), are proud to announce a strategic partnership aimed at addressing the urgent climate needs of Small Island Developing States (SIDS) in the Pacific and Caribbean regions. Through this collaboration, GGGI’s SIDS Climate Action Program (SIDS-CAP) will be strengthened and expanded, delivering impactful climate adaptation and mitigation efforts in SIDS.

SIDS are among the most vulnerable nations to the devastating impacts of climate change. Increasing incidences of extreme weather events have trapped these nations in a cycle of risk reduction and response, threatening their very existence and the safety, security, and livelihoods of their people. Moreover, factors such as low GDP growth rates, high public debt, and limited capacity further intensify their vulnerability, hindering their ability to self-fund the necessary interventions to address climate change effectively.

The EUR 5million program funded under the Luxembourg International Climate Finance Strategy will be delivered over 5-years and will include a collaborative and inclusive decision-making process involving SIDS governments. The GGGI SIDS-CAP program will play a pivotal role in building climate resilience and reducing greenhouse gas emissions in the Pacific and Caribbean SIDS. The implementation of the SIDS-CAP will result in the avoidance of 60 million metric tons of greenhouse gas emissions, significantly strengthening the adaptation capacity and improving the livelihoods of over 400,000 individuals, with a particular focus on gender equality.

About the MECSD: The Ministry of the Environment, Climate and Sustainable Development coordinates Luxembourg’s general policies in the fields of environment, water, climate and sustainable development. The MECSD has committed a budget of € 220 million specifically dedicated to climate action in developing countries for the period 2021-2025, through its Climate and Energy Fund. Luxembourg’s International Climate Finance (ICF) focuses on priority action areas such as “natural capital, biodiversity, forestry and land use”, “resource efficiency and waste management”, “clean air and water resources”, “community-based adaptation and resilience”, “climate change induced migration” and the “leveraging and mainstreaming of climate and sustainable finance”. Luxembourg’s ICF is additional to the country’s official development assistance (ODA) and makes Luxembourg one of the largest per capita donors of international climate finance.

GGGI in the Pacific and Caribbean: GGGI’s work in the Pacific focuses on strengthening planning for climate resilient green growth and mobilising finance for green investments as well as related capacity building and institutional strengthening. Priorities in the Caribbean region are centred around supporting countries in transitioning to low carbon, climate resilient economies that result in improved livelihoods, enhanced environmental sustainability, and achievement of NDCs and Sustainable Development Goals (SDGs).
