Seoul, Republic of Korea, April 14, 2026 – The Global Green Growth Institute (GGGI) and the Ministry of Science and ICT (MSIT) of the Republic of Korea officially signed an administrative agreement to operationalize the Climate Technology Accelerator Fund (CTAF). This strategic initiative is designed to accelerate the global deployment of innovative climate technologies and catalyze future green investments.

The CTAF serves as a key execution mechanism to match South Korea’s advanced public climate technologies with the immediate needs of GGGI’s member and partner nations. By facilitating local demonstrations, the fund aims to drive international green growth and increase the efficiency of climate investment decisions. The fund will be managed by the Center for Thought Leadership (CTL), reporting directly to the Executive Director of GGGI. Key areas of cooperation include:

• Developing Investable Projects: Identifying and preparing climate projects for commercial viability
• Linking with Global Finance: Aligning projects with large-scale international funds, such as the Green Climate Fund (GCF)
• Capacity Building: Strengthening global climate tech policies and institutional frameworks

Unlike traditional technology transfers, the CTAF focuses on long-term sustainability and financial connectivity. It utilizes a market-based approach to identify scalable solutions that bridge the gap between high-level strategies and practical climate action.

“This marks a turning point that goes beyond mere technology development to promote industrialization and international cooperation,” said Sang-Hyup Kim, Executive Director of GGGI. “With GGGI’s network of over 40 country offices, we will actively support the localization of climate tech and evolve this into a premier global verification fund.”

 

Eun-young Lee, Director General for Research and Development Policy at MSIT, emphasized the fund’s global impact: “This is an international fund dedicated to the global expansion of public climate technology and the reduction of greenhouse gases. We will actively support its growth to ensure it makes a tangible contribution to the international community.”

Looking ahead, GGGI and MSIT plan to expand their collaboration beyond traditional climate solutions to include future-oriented fields like AI Transformation (AX) technology. This expansion aims to secure shared growth engines and maximize global resilience against the climate crisis. The MSIT has committed to contributing KRW 21 billion over a seven-year period (2026–2032), with plans to select and support at least three global pilot initiatives annually.

About the Climate Technology Accelerator Fund (CTAF)

Established in 2026, the Climate Technology Accelerator Fund (CTAF) is a joint initiative between the Global Green Growth Institute (GGGI) and Korea’s Ministry of Science and ICT (MSIT). The fund matches South Korea’s advanced public climate technologies with global demand across GGGI’s overseas network to support international demonstration and localization. By bridging the gap between R&D and market entry, CTAF enhances the efficiency of green investments and drives the climate tech industry, directly contributing to the achievement of 2030 Nationally Determined Contributions (NDCs). Through a KRW 21 billion commitment over seven years, the fund will support at least three global projects annually to accelerate high-impact climate solutions.

글로벌녹색성장기구(사무총장 김상협, 이하 “GGGI”)는 4월14일 서울 본부에서 과학기술정보통신부(부총리겸 과기정통부 장관 배경훈, 이하 “과기정통부”)와 ‘글로벌 기후테크 촉진기금(CTAF: Climate Technology Accelerator Fund)’ 운용을 위한 행정협약을 체결했다. 이번 협약은 대한민국이 보유한 혁신 기후기술의 글로벌 현지 실증을 통해 국제사회의 녹색성장을 견인하고, 기후 투자 결정의 효율성을 높이기 위해 추진되었다.

양측은 단순 기술 공여를 넘어, 프로젝트의 지속가능성과 기후금융 연계에 집중한다. 주요 협력 분야는 ▲투자 가능 프로젝트 개발, ▲녹색기후기금(GCF) 등 대규모 국제기금 연계 프로젝트 기획, ▲기후테크 정책제도 및 글로벌 역량 강화 등 세 가지로 구성된다.

금년 설립된 CTAF는 GGGI 사무총장 직속 지식∙기술혁신센터(Center for Thought Leadership)에 소속되어 운영된다. 기금은 국가별 수요에 맞춘 해결책을 제시하여 회원국 및 파트너 국가들의 기후 회복력을 높이는데 집중할 계획이다. 특히 시장 기반 접근을 통해 확장 가능한 기술을 식별하고 상위 전략과 실질적 기후 행동 사이의 간극을 메우는 핵심 실행 메커니즘 역할을 수행한다.

향후 양측은 전통적인 기후기술을 넘어 인공지능 전환(AX) 기술 등 미래 산업 분야에서도 협력을 강화한다. 이를 통해 국가 간 공동의 미래 성장 동력을 확보하고 글로벌 기후 위기 대응력을 극대화할 계획이다.

이은영 과기정통부 연구성과혁신관은 “이번 기금은 우수 공공기후기술의 글로벌 확산과 온실가스 감축에 기여하기 위한 국제기구 펀드”라고 강조하며, “국제 사회에 실질적으로 기여하는 기금으로 발전하도록 적극 지원하겠다”고 밝혔다.

 

김상협 GGGI 사무총장은 “GGGI의 40여 개 해외 사무소가 보유한 현지 수요 DB와 글로벌 네트워크를 활용해 기후테크 현지화를 적극 지원할 것”이라고 약속하며 “더 많은 국가의 참여를 이끌어내 명실상부한 글로벌 기후테크 실증 전문 기금으로 도약시키겠다”고 말했다.

 

글로벌 기후기술 촉진기금 (CTAF: Climate Technology Accelerator Fund)

글로벌녹색성장기구(GGGI)와 대한민국 과기정통부가 2026년 정부-민간-국제기구 간 협력을 통해 대한민국의 공공기후기술_{(대한민국 정부가 지원하는 R&D 사업을 통해 개발되었거나 그 과정에서 파생된 기후기술)}과 GGGI 해외 수요를 매칭하여 해외 현지 실증사업 및 기후기술 현지화를 지원하기위해 설립한 기금이다. 소규모 초기 기후기술 실증 및 후속 투자 연계를 지원하여 정부R&D 투자 효율성 제고와 함께 기후테크 발전을 견인함으로써 공공기후기술 기반 기후산업을 촉진하고, 이를 기반으로 국외감축사업 가능성을 높여 2030 NDC 달성 등 기후보호 책임 이행에 기여해갈 예정이다.  과기정통부는 ‘26~’32년(7년)간 총 210억원을 공여하고 매년 3개 이상의 프로젝트를 선정해 해외실증사업을 추진할 계획이다.
