Seoul, Republic of Korea, August 19, 2026 – The Global Green Growth Institute (GGGI) and the Korea Water Resources Corporation (K-water) held an inception ceremony at the GGGI headquarters in Seoul today to officially launch a collaborative floating solar power projects in the Philippines, following up on their strategic MOU signed last July.

The target initiative was originally identified by GGGI through the Korea Green New Deal Trust Fund (KGNDTF). Floating solar power involves installing photovoltaic systems on idle water surfaces such as reservoirs and dams, minimizing land acquisition burdens while utilizing water-cooling effects to enhance power generation efficiency. This makes it a compelling renewable solution for island nations and developing countries with limited land availability.

Both institutions will collaborate closely from the pre-feasibility (Pre-F/S) stage onward to advance the project, aiming to fast-track its transition into an Internationally Transferred Mitigation Outcome (ITMO) initiative under Article 6 of the Paris Agreement. ITMOs enable cross-border transfers of emission reductions to help nations meet their Nationally Determined Contributions (NDCs), emerging as a core agenda item in the global carbon market.

Following the ceremony, representatives from both institutions convened a working-level meeting to discuss detailed implementation plans, including upcoming project timelines and institutional role distributions.

“This Philippine floating solar project marks a significant milestone in scaling a GGGI-sourced initiative into a concrete executive model with a specialized infrastructure partner,” said Sang-hyup Kim, Executive Director of GGGI. “Both organizations intend to use this Philippine project as a blueprint to expand future cooperation into long-term, large-scale climate investments.”

By combining GGGI’s global policy and diplomatic expertise with K-water’s infrastructure technology, the partnership is expected to serve as an effective model supporting sustainable development in the Global South.

About the Global Green Growth Institute (GGGI)

The Global Green Growth Institute (GGGI) was founded as a treaty-based international, inter-governmental organization in 2012 at the United Nations Conference on Sustainable Development. GGGI supports its Member States in transitioning their economies toward a green growth model that simultaneously achieves poverty reduction, social inclusion, environmental sustainability, and economic growth. With 55 Member States and 30 Partner countries and regional integration organizations in the process of accession, GGGI delivers programs and projects in over 57 countries. These initiatives encompass developing innovative green growth solutions, technical support, capacity building, policy planning & implementation, and assistance in building a pipeline of bankable green investment projects, project financing, investments, and knowledge sharing. GGGI’s work contributes to its Member States’ efforts to fulfill the Sustainable Development Goals and the Nationally Determined Contributions to the Paris Agreement.
