Bhubaneswar, Odisha, June 17, 2026 – The Global Green Growth Institute (GGGI), in collaboration with GRIDCO Limited, Government of Odisha, convened a Reservoir Committee Consultation to review and validate the findings of the State-wide Scoping Study for Floating Solar Photovoltaic (FSPV) Projects in Odisha. GGGI undertook this study as part of its technical assistance to the Government of Odisha, under an MoU signed with GRIDCO in August 2024.

The consultation brought together representatives from the Departments of Water Resources, Forest, Environment & Climate Change, Fisheries, Industries, and Tourism, along with Odisha Power Transmission Corporation Limited (OPTCL), Govt. of Odisha and other key stakeholders. Organized under the project “Decarbonization of Energy Sector of Odisha: Supporting Implementation of Odisha’s Renewable Energy Policy 2022“, the consultation aimed to identify priority reservoir sites for FSPV projects and agree on the next steps for project preparation and implementation.

The workshop commenced with a welcome address by GGGI’s India Program Lead, followed by opening remarks from the Director (Commercial), GRIDCO, who highlighted the progress of FSPV development in Odisha and underscored the importance of the study in identifying suitable reservoirs for future deployment.

A keynote address by the Department of Water Resources emphasized the need for a holistic and consensus-driven approach to reservoir selection, considering accessibility, water- level variations, environmental and social factors, and power evacuation infrastructure.

During the consultation, GGGI and its technical partner, nxzen, presented the study findings. The assessment screened 210 reservoirs across Odisha using an Analytical Hierarchy Process (AHP)-based multi-criteria framework. The evaluation considered key parameters, including water availability, power evacuation infrastructure, accessibility, environmental and social considerations, generation potential, and wind and wave hazards.

The Reservoir Committee endorsed the study methodology and recommended advancing six shortlisted reservoir sites for joint field validation visits. Based on the findings of these visits, two priority sites will be selected for detailed techno-commercial assessments as the next step toward project development, tendering, and implementation.

The consultation marks an important milestone in Odisha’s efforts to scale up renewable energy deployment and build a pipeline of investment-ready floating solar projects. By combining technical analysis, stakeholder consultation, and inter-departmental coordination, the process is helping lay the foundation for accelerated FSPV deployment under Odisha’s Renewable Energy Policy 2022.
