From Data Gaps to a Digital Shift: A Journey of Indonesia’s Rooftop Solar Governance

Morning light slipped through the haze above Indonesia’s big cities, glinting off a few scattered solar panels while countless rooftops still waited for theirs. Inside the Directorate General of New, Renewable Energy, and Energy Conservation of the Ministry of Energy and Mineral Resources (MEMR), Adi, an EBTKE officer, opened his laptop to a familiar sight: rows of Excel sheets, scanned letters, and a tangle of PDF attachments. “Where’s the latest installation figure?” he thought. Somewhere between regional offices, submissions from the State Electricity Company (PLN), and hand-signed forms, the data was lost in translation.

Indonesia’s rooftop solar movement was growing, yet no one could say exactly how much it had grown. For years, tracking rooftop solar has been a bureaucratic labyrinth. Forms were filled by hand, verified in isolation, and merged manually into reports whose accuracy no one was fully confident to grasp. Confidence thinned each time the data was questioned.

“Without reliable tracking,” Adi admitted, “we’re navigating blind in our own policy space.” So when the government – MEMR – issued Ministerial Regulation No. 2 of 2024, calling for a unified digital system for rooftop-solar registration and monitoring, it was a chance not merely to comply but to rebuild confidence: through data, precision, reliability, and transparency.

That opportunity found its engine in the Renewable Energy – Accelerated Transition (RE-ACT) program, implemented by the Global Green Growth Institute (GGGI) with support from the Government of New Zealand. Under RE-ACT’s policy-implementation window, technical experts and public officers began to translate this purpose into architecture. The answer came in three steady syllables: Si-Man-Taps.

A Digital Leap

The Sistem Informasi Monitoring dan Pelaporan Pembangkit Listrik Tenaga Surya Atap (Rooftop Solar Power Plant Monitoring and Reporting Information System/SIMANTAPS) was not born from nothing. It had existed quietly as a modest registration portal, its functions limited and its scope narrow. But what followed was a rebirth. RE-ACT helped shepherd this transformation from first concept to final launch, facilitating a process that would take months and demand both technical precision and institutional patience.

In a shared workspace humming with both policy and code, developers and civil servants sat shoulder to shoulder, turning regulatory clauses into user interfaces. RE-ACT facilitated the rhythm: aligning each stage with the MEMR Data Information Centre’s (Pusat Data dan Teknologi Informasi/PUSDATIN) software-development standards, ensuring cybersecurity protocols, and keeping the dialogue between engineers and decision-makers alive.

The new SIMANTAPS would do what paper never could: connect the dots between solar applicants, PLN, and MEMR, automatically verifying data through shared interfaces. Each rooftop system registered would now carry a digital trace, visible to the ministry and, eventually, to the public. The system wasn’t just tracking installations; it was mapping an entire ecosystem.

As Nicholas, another EBTKE officer, later reflected, “We were not just fixing an application. We were fixing how the government sees the ecosystem governance.”

At the project’s heart was a partnership between institutions that worked in sync: EBTKE, PUSDATIN, and PLN. RE-ACT played the crucial role of neutral facilitator, keeping the process anchored in shared objectives and helping bridge the communication gaps between IT engineers and policymakers.

In early 2025, the system entered its testing phase. For the developers, success was not measured by clean code alone, but by that singular moment when MEMR’s servers would finally display the words “UAT PASSED.” On 3 March 2025, SIMANTAPS cleared both User Acceptance Testing (UAT) and Vulnerability Assessment (VA), a milestone marking not just technical readiness, but institutional alignment.

The Change Unpacked

Six months after deployment, the results began to show. Applications that once languished in paperwork now flowed through digital channels. Verification processes that used to take weeks could be done in hours. Real-time dashboards displayed where rooftop solar was expanding fastest, and which provinces were approaching quota limits.

This process ensured that adoption was not merely technical but behavioral. The collaboration with PLN, for instance, reshaped how decisions were made. What had once been a perpetual tug-of-war between policy ambition and grid operation became a conversation grounded in shared evidence. The integration through SIMANTAPS did not just modernize reporting procedures; it redefined the partnership between MEMR and PLN.

In the words of one MEMR officer, “It’s the first time we can answer a simple question – ’How much rooftop solar does Indonesia actually have?’ – without guessing.”

SIMANTAPS demonstrated how government digitalization could strengthen accountability and transparency in a bureaucratically complex and politically sensitive field. Before SIMANTAPS, data inconsistencies were often used as arguments against rooftop-solar expansion. Now, the narrative had flipped. Reliable monitoring empowered policy dialogue. It gave EBTKE solid ground for discussing future quotas and incentives with PLN and Bappenas.

From Data to Transformation

Today, SIMANTAPS 2.0 stands as more than an application; it’s an infrastructure for evidence-based energy governance.

What began as a technical project has evolved into something larger: a demonstration that data systems can accelerate the clean-energy transition.

Where once the rooftop solar story was hidden in spreadsheets and silenced by uncertainty, it now lives in a transparent, national system. Every new panel installed, every household connected, every kilowatt generated now leaves a trace, a small line of data contributing to Indonesia’s green future. As Adi watches the dashboard that once eluded him, he smiles: “This is what clarity looks like.”

The story of SIMANTAPS transcends technology. It is a story of regained confidence, of agencies learning to work in concert, and of a country learning to see its own energy future with unprecedented clarity. On the ministry’s screens, the dashboard glows: a mosaic of numbers, each one a reflection of sunlight harnessed and accountability restored.
