Seoul, Republic of Korea, March 4, 2026 – The Global Green Growth Institute (GGGI) and Taebaek City signed a Memorandum of Understanding (MOU) today to transform the former coal-mining hub into a leading global center for clean methanol and renewable energy. This strategic partnership seeks to address Taebaek’s regional challenges by establishing a world-class “Coal-to-Clean” energy transition model that serves as a blueprint for the international community.

The agreement, signed by GGGI Executive Director Sang-Hyup Kim and Taebaek City Mayor Sang-Ho Lee at GGGI’s headquarter in Seoul, focuses on several strategic areas of collaboration:

• Developing green growth and climate resilience projects
• Facilitating greenhouse gas mitigation through clean methanol production and the expansion of carbon sinks
• Mobilizing financial resources and green investment for sustainable urban development
• Providing strategic policy dialogue to guide Taebaek’s energy transition

This partnership builds on Taebaek’s successful feasibility study for Korea’s first commercial-scale clean methanol plant. The project targets an annual production of 10,000 tons by 2027, scaling up to 100,000 tons by 2030, accounting for 20% of the national production goal. Furthermore, Taebaek-produced methanol will serve as bunker fuel for the Korea-U.S. Green Shipping Corridor, strengthening the city’s role in global decarbonization.

By establishing this carbon-neutral leadership, Taebaek aims to overcome its severe socio-economic as well as demographic crisis, caused by a two-thirds population decline and the closure of its central mine. Through these green industries, the city seeks to create a world-class model for a Just Transition that revitalizes the local economy.

“Taebaek, a city that once led South Korea’s industrialization through coal, will now be reborn as a carbon-free clean energy city that the world watches closely,” said Mayor Sang-Ho Lee. “Through this solid partnership with GGGI, we will firmly establish the clean methanol industry as a new engine for growth.”

 

Executive Director Sang-Hyup Kimemphasized the global significance of the partnership: “GGGI will support Taebaek City’s mission to become a sustainable green energy hub. This cooperation will not only serve local carbon neutrality goals but also provide a valuable green growth model for developing and emerging countries to follow.”

Moving forward, Taebaek City intends to join GGGI’s New Frontier Group (NFG), a multi-stakeholder platform serving as a strategic alliance for non-state actors and local governments committed to driving sustainable innovation and advancing the global green economy, and to share its knowledge and expertise in “Coal-to-Clean” energy transition with the international community.

글로벌녹색성장기구(사무총장 김상협, 이하 “GGGI”)는 3월4일 서울 GGGI 본부에서 태백시(시장 이상호)와 ‘지속가능발전 및 탄소중립 협력을 위한 업무협약(MOU)’을 체결했다.  이번 협약은 대한민국 산업화의 상징이었던 석탄 도시 태백을 청정메탄올과 수소 등 미래 에너지 거점으로 재정의하고 지속가능한 도시 모델의 표준을 제시하는 것을 목표로 한다.

■ 국내 1호 상업용 청정메탄올 생산으로 글로벌 탈탄소 시장 공략

• 양측은 태백시에 구축되는 국내 최초 상업용 청정메탄올 생산 시설을 지렛대 삼아 ▲녹색성장 및 기후 회복력 프로젝트 개발, ▲청정메탄올 생산 및 탄소흡수원 확대를 통한 온실가스 감축, ▲지속가능한 도시 개발을 위한 녹색 투자 유치 및 재원 조달, ▲태백의 에너지 전환을 위한 전략적 정책 대화 등의 분야에서 협력한다.
• 태백시는2027년 연간 1만 톤의 청정메탄올 생산을 시작으로 2030년 10만 톤까지 규모를 확대할 계획이며, 이는 국내 청정메탄올 생산 목표치의 약 20%에 달하는 규모다. 특히 생산된 연료는 한-미 녹색해운항로의 선박 연료로 공급될 예정이어서 글로벌 탈탄소화 측면에서도 큰 기대를 모으고 있다.

■ 도시 소멸 위기를 공정한 전환의 기회로

• 핵심 광업소 폐광과 급격한 인구 감소로 도시소멸의 기로에 선 태백시에 이번 협력은 녹색 산업을 통해 위기를 극복하고 새로운 산업적 활로를 여는 결정적 전환점이 될 것이며, 공정한 전환(Just Transition)의 세계적인 실증 모델이 될 전망이다.

이상호 태백시장은 “석탄으로 한국의 산업화를 이끌었던 태백이 이제 GGGI와의 협력을 통해 세계가 주목하는 청정에너지 도시로 거듭날 것”이라며 “국제기구와의 견고한 파트너십을 통해 청정메탄올 산업을 시의 새로운 성장 동력으로 삼겠다”고 밝혔다.

 

김상협 GGGI 사무총장은 “GGGI는 태백시가 지속 가능한 신재생 에너지 허브로 도약할 수 있도록 적극 지원하겠다”고 약속하며, “이번 협력은 지역 차원의 탄소중립 실현을 넘어, 향후 글로벌사우스 국가(개도국 및 신흥경제국)들이 나아가야 할 녹색성장 모델을 제시하게 될 것”이라고 강조했다.

■ 향후 태백시는 GGGI의 민간∙지자체 협력 플랫폼인 뉴 프런티어 그룹(NFG)*에 참여하여 국제 무대에서 에너지 전환 전문성을 공유하고, 글로벌 녹색성장 협력을 지속적으로 확대해 나갈 예정이다.
