Busan, Republic of Korea – April 29 2025 – The Global Green Growth Institute (GGGI) showcased its commitment to advancing blue economy and ocean-based climate solutions at the 10^th Our Ocean Conference through a series of high-level engagements, including hosting a dedicated GGGI side event and participating in the Blue Economy Plenary Session.

The Our Ocean Conference aims to garner commitments to spur progress toward a healthy and prosperous ocean. This event will also serve to build momentum for cooperation and implementation of agreements to protect and conserve the ocean, such as the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement and the UN Treaty on Plastic Pollution.

Titled “Navigating the Future of the Sustainable Blue Economy,” GGGI’s side event, held on April 28, brought together ministers, ambassadors, government officials, and leaders from international organizations to convene a dialogue on accelerating collective efforts in sustainable blue finance, nature-based solutions, blue carbon, and maritime decarbonization. The event also highlighted the importance of fostering strategic partnerships to unlock inclusive and resilient growth opportunities in coastal regions.

Welcoming remarks were delivered by H.E. Kang Do-Hyung, Minister of Oceans and Fisheries of the Republic of Korea; Dr. Heong Joon Park, the Mayor of Busan City; and Mr. Sang-keun Song, CEO of the Busan Port Authority, underscoring the critical need for collaborative action in building a sustainable blue economy.

“No country or organization can do this alone. Leadership from the International Maritime Organization, the Ministry of Oceans and Fisheries of the Republic of Korea, and our gracious hosts here in the City of Busan are among the many inspirational partners and experts gathered in this room to see our oceans flourish,” stated GGGI’s Director-General Sang-Hyup Kim during his opening remarks.

Dr. Kitak Lim, the Secretary-General Emeritus of the International Maritime Organization, delivered a keynote speech titled “Blue Economy for Maritime Decarbonization”. This was followed by a panel discussion, moderated by Dr. Malle Fofana, GGGI’s Regional Director for Asia, featuring high-level speakers including H.E. Princess DUGBA, Minister of Fisheries and Marine Resources of Sierra Leone, H.E. Georg Schmidt, Ambassador of the Federal Republic of Germany in ROK, Dr. Kitack Lim, Secretary-General Emeritus of International Maritime Organization, and Dr. Oyun Sanjaasuren, Director of Partnerships and Resource Mobilization of The Green Climate Fund. Panelists explored innovative approaches to promote sustainable growth in global ocean economies, highlighting blue carbon, emerging technologies, and pathways to bankable investments in the maritime sector.

Building on the momentum, Director General Kim joined the Our Ocean Conference’s ‘Blue Economy Plenary Session’ hosted by the Ministry of Oceans and Fisheries the following day. Speaking alongside global leaders, he delivered remarks on global Blue Economy strategies, emphasizing the need for integrated policy, innovation, and finance to support inclusive and climate-resilient ocean economies. .

GGGI has been supporting its Member States in scaling ocean-based climate solutions through initiatives including mangrove restoration, low-carbon maritime transport, and sustainable finance instruments such as blue bonds and debt for nature swaps. In the Pacific alone, coastal restoration projects are expected to reduce emissions by 50,000 tons of CO₂ equivalent per country in Fiji, Tonga, and Vanuatu by 2030. In Latin America and the Caribbean, GGGI has helped facilitate blue bond issuances in Saint Lucia, Mexico, and the Dominican Republic, and a USD 1.6 billion debt-for-nature swap in Ecuador to protect the Galápagos Islands.

Through collective dialogue at the Our Ocean Conference, GGGI remains committed to forging partnerships and delivering tangible climate and development outcomes, empowering coastal communities to become resilient and inclusive drivers of the global blue economy.

GGGI, 2025 아워 오션 콘퍼런스 참석 – 해양 경제 전환을 위한 글로벌 파트너십 강화

대한민국 부산, 2025년 4월 29일 – 글로벌녹색성장기구(GGGI)가 제10차 아워 오션 콘퍼런스(Our Ocean Conference, 이하 OOC)에서 부대행사 개최 및 블루 이코노미 본회의 참석을 통해 해양 경제 및 해양 기반 기후 솔루션 관련 활동을 소개하고, 국제 협력 방안을 공유했다.

OOC는 지속가능한 해양 미래를 위해 각국 정부, 국제기구, 민간 부문이 참여해 실천 방안을 모색하는 국제 회의다. 이번 회의에서는 국가 관할권을 넘어선 글로벌 해양조약(BBNJ) 및 유엔 플라스틱 협약(UN Treaty on Plastic Pollution) 이행을 위한 국제적 체계 구축이 주요 논의 주제로 다뤄졌다.

GGGI는 4월 28일 부대행사 “지속가능한 블루 이코노미의 미래(Navigating the Future of the Sustainable Blue Economy)”를 개최해 장관급 인사, 대사, 정부 관계자, 국제기구 대표들을 초청했다. 행사에서는 지속가능한 블루 파이낸스, 자연기반 해법(Nature-Based Solutions), 블루 카본, 해양 탈탄소화 등의 주제를 중심으로 공동 대응 방안을 논의했다. 이와 함께, 연안 지역의 포용적이고 회복력 있는 성장 모델 구축을 위한 파트너십의 중요성도 강조됐다.

개회사는 강도형 해양수산부 장관, 박형준 부산광역시장, 송상근 부산항만공사 사장이 맡아 지속가능한 블루 이코노미 조성을 위한 협력적 대응의 필요성을 언급했다.

김상협 GGGI 사무총장은 개회사에서 “어떠한 국가나 기관도 해양 문제를 독자적으로 해결할 수 없다”며, “국제해사기구(IMO), 대한민국 해양수산부, 부산시 등 다양한 주체들이 함께 협력해 해양의 지속가능한 미래를 도모해야 한다”고 밝혔다.

이날 국제해사기구(IMO) 임기택 명예 사무총장은 ‘해양 탈탄소화를 위한 블루 이코노미’라는 주제로 기조연설을 진행했다. 이어 GGGI 아시아본부 말레 포파나(Malle Fofana) 지역본부장의 사회로 고위급 패널 토론이 이어졌으며, 패널로는 시에라리온 수산해양부 프린세스 더그바(DUGBA) 장관, 독일연방공화국 주한대사 게오르크 슈미트(Georg Schmidt), 국제해사기구 임기택 명예 사무총장, 녹색기후기금(GCF) 오윤 산자수렌(Oyun Sanjaasuren) 파트너십·자원조성국장이 참여했다. 패널은 블루 카본, 해양 분야 신기술 적용, 금융 유치 방안 등을 중심으로 해양 경제의 지속가능한 성장 가능성을 논의했다.

GGGI는 부대행사에 이어 해양수산부 주관으로 열린 OOC 블루 이코노미 본회의(Blue Economy Plenary Session)에도 참석했다. 김 사무총장은 이 자리에서 국제적 블루 이코노미 전략을 주제로 발언하며, 통합적 정책, 기술 혁신, 금융 연계의 필요성을 강조했다. 그는 “회복력 있는 해양 경제는 더 이상 이상적인 목표가 아니라, 특히 연안 및 섬 국가들의 지속가능한 경제 전환을 위한 필수적 과제”라고 더했다.

GGGI는 현재 맹그로브 복원, 저탄소 해상운송, 블루 본드 및 자연부채교환제도(Debt-for-Nature Swap) 등 다양한 해양 기반 기후 솔루션을 통해 회원국을 지원하고 있다. 태평양 지역에서는 피지, 통가, 바누아투 등에서 2030년까지 국가별 약 5만 톤의 이산화탄소 감축이 기대되고 있으며, 라틴아메리카 및 카리브 지역에서는 세인트루시아, 멕시코, 도미니카공화국의 블루 본드 발행을 지원하고, 에콰도르에서는 갈라파고스 제도 보호를 위한 16억 달러 규모의 자연부채교환제도를 성사시킨 바 있다.

GGGI는 이번 OOC를 계기로 연안 지역 커뮤니티와 함께 회복력 있고 포용적인 블루 이코노미를 실현하기 위한 국제 협력을 지속 확대해 나갈 계획이다.
