The Ministry of Finance and Economy (MOFE) of the Republic of Korea and the Global Green Growth Institute (GGGI) have established a strategic partnership to advance green growth, climate action, and sustainable development across GGGI Member and Partner countries. The partnership supports project preparation, technical assistance, capacity building, knowledge sharing, and partnership development, while strengthening cooperation between Korean institutions and governments and organizations across GGGI’s global network.
Since its establishment in 2022, KGNDTF has supported 64 approved projects across GGGI’s global portfolio, with USD 22.5 million allocated to activities and global initiatives. Backed by an annual contribution of KRW 15 billion (approximately USD 10 million), the Fund serves as a financing platform that helps develop investment-ready projects, strengthen enabling environments, and mobilize climate finance.
KGNDTF is a flexible financing platform that supports countries throughout the project development cycle by providing technical assistance, policy support, capacity building, knowledge sharing, and partnership development. Through GGGI’s global network, the Fund helps develop investment-ready projects, mobilize climate finance, and strengthen enabling environments for green growth.
By fostering partnerships between Korean institutions and GGGI Member and Partner countries, KGNDTF promotes knowledge exchange, innovation, and sustainable investment. Operating through five complementary windows, the Fund translates shared priorities into practical solutions that advance green growth and climate resilience.
KGNDTF delivers support through five complementary windows:

KGNDTF works with Korean institutions, private sector partners, GGGI Member and Partner countries, and development finance partners to develop green investment opportunities, mobilize finance, and strengthen international cooperation.
The Private Sector
Korean and international companies, technology providers, investors, and project developers interested in green business, investment, and partnership opportunities in emerging markets.
Korean Public Institutions
Government agencies, public research institutions, state-owned enterprises, and public financing institutions that contribute technical expertise, policy experience, financing instruments, or implementation capacity.
Development Finance and MDBs
Multilateral development banks, development finance institutions, and other financing partners interested in project preparation, co-financing, blended finance, and investment pipeline development.
KGNDTF supports partners by:
• Advancing green project ideas into investment-ready opportunities
• Connecting country priorities with international expertise
• Facilitating partnerships among governments, private sector partners, MDBs, and local stakeholders
• Supporting technical cooperation, knowledge exchange, and climate finance collaboration
KGNDTF offers different engagement pathways depending on the partner’s role.
Institutions and Private Sector Partners may share their areas of interest and expertise and participate in matchmaking roundtables and project collaboration opportunities.
Development Finance and MDB Partners may collaborate with KGNDTF on joint pipeline development, project preparation, co-financing, blended finance, and knowledge activities.
This section will be further developed with tailored guidance for private-sector partners.
Country: Colombia
Sector: Green Investment, Green Industry
Investment Mobilized: USD 520 million
Located in Colombia’s La Guajira region, the project advanced the development of an 800 MW wind farm through technical studies, environmental and social safeguards, and investment preparation. The initiative helped mobilize USD 520 million for the first phase and is expected to avoid approximately 22 million tCO₂ over its lifetime, demonstrating how targeted project preparation can accelerate large-scale renewable energy investment.
Country: Indonesia
Sector: Green Investment
Investment Mobilized: USD 204 million
Working with Indonesia’s national infrastructure financing institution (PT SMI), the project strengthened a pipeline of geothermal, hydropower, and solar investments through transaction advisory, due diligence, and financial structuring. The initiative improved project bankability, mobilized USD 204 million in investment, and established a replicable approach for preparing renewable energy projects for commercial financing.
Countries: Colombia, Peru, and Paraguay
Sector: Green Investment
Investment Mobilized: USD 38.6 million
The project expanded sustainable finance markets by supporting the development of thematic bond frameworks and first-time issuances across three Latin American countries. It is expected to mobilize USD 38.6 million in green investment while creating 218 green jobs, improving climate resilience for 392 people, and strengthening the sustainable management of 169 hectares of natural capital.
Region: Africa (19 countries)
Sector: Green Investment
Investment Mobilized: USD 254 million
The project helped establish a blended finance facility supporting climate-resilient transport, energy, economic zones, and digital infrastructure across 19 African countries. The initiative, which mobilized USD 254 million (including USD 240 million from the Green Climate Fund), is expected to benefit 47 million people and reduce approximately 9.7 million tCO₂, illustrating how early-stage project preparation can unlock investment at regional scale.
Country: Indonesia
Sector: Green Investment, Sustainable Energy
The project assessed the technical and commercial feasibility of establishing a green hydrogen industry in North Sumatra, one of Indonesia’s most promising renewable energy regions. By evaluating renewable resource potential, production pathways, infrastructure requirements, and business models, the initiative laid the groundwork for future industrial decarbonization, hydrogen exports, and private-sector investment in Southeast Asia’s emerging hydrogen economy.
Countries: Democratic Republic of the Congo, Rwanda
Sectors: Climate Action, Sustainable Mobility
The initiative explored pathways to accelerate electric public transport by assessing market opportunities, financing mechanisms, and carbon market potential. The project provides a foundation for scaling low-emission transport while creating opportunities for future investment in electric mobility and supporting infrastructure.
