Fiji Strengthens Energy Sector Capacity for Greenhouse Gas Reporting and Climate Actions Tracking

Nadi, Fiji, 23 April 2025 – The Government of Fiji, through the Ministry of Environment and Climate Change (MECC), in partnership with the Global Green Growth Institute (GGGI) launched a three-day capacity-building workshop focused on enhancing Fiji’s greenhouse gas (GHG) inventory preparation and Nationally Determined Contributions (NDCs) tracking capabilities within the energy sector.
The workshop, held in Nadi from April 23-25, is part of Fiji’s Capacity Building Initiative for Transparency (CBIT) project, which is implemented with support from the United Nations Environment Programme (UNEP) and funded by the Global Environment Facility (GEF).
The primary objective of the workshop is to equip key energy sector stakeholders—including government officials, representatives from public agencies, and the private sector—with the necessary skills and knowledge to fulfill Fiji’s obligations under the Enhanced Transparency Framework (ETF) of the Paris Agreement. It specifically addresses challenges associated with data collection, analysis, and reporting for GHG emissions, while supporting Fiji’s goal of transparent monitoring and evaluation of its climate commitments.

In his opening remarks, Permanent Secretary of MECC, Dr. Sivendra Michael highlighted the critical role of accurate and timely GHG reporting in Fiji’s climate strategy. “Fiji’s energy sector is the largest contributor to national emissions, accounting for around 60% of our total GHG emissions,” said Dr. Michael. “Maintaining an annual inventory is not only crucial for tracking emission trends and informing policy but is also essential for accessing international climate finance.”
GGGI’s Pacific Regional Director, Mr. Sakiusa Tuisolia, emphasized Fiji’s ongoing leadership in climate action, “Fiji continues to demonstrate that small island developing states can lead with vision and concrete action. This workshop embodies that leadership, aiming not only to meet international reporting standards but to strengthen institutional capacity and collaboration across sectors.”

Participants will engage in technical training sessions covering the institutional arrangements necessary for effective data management, utilization of the 2006 IPCC Guidelines for National Greenhouse Gas Inventories, and hands-on exercises for data collection and quality control. Additionally, stakeholders will work collaboratively on strategies for tracking NDC implementation, identifying practical measures and indicators to achieve Fiji’s mitigation targets.
This initiative also supports the implementation of Fiji’s Climate Change Act 2021, which mandates stronger data governance and systematic climate reporting across sectors. “This training is a significant step toward building a more robust and transparent reporting mechanism for Fiji, ensuring our climate actions are informed by credible data,” Dr. Michael added.
Looking ahead, GGGI remains committed to supporting Fiji through a series of targeted capacity-building initiatives. Following successful training conducted last year for the waste and Industrial Processes and Product Use (IPPU) sectors, additional opportunities will continue to enhance national stakeholder capacities in collecting, analyzing, and managing climate data. As part of this project, GGGI is also developing Fiji’s Digital Climate Transparency Tool, which is expected to launch early next year alongside dedicated training sessions for stakeholders.
