Suva, Fiji, 10 July 2026 – Fiji took a significant step towards building a cleaner, more resilient and
future-ready maritime transport sector following the successful stakeholder workshop on Decarbonizing the Maritime Sector through Low-Carbon Maritime Transport Roadmap and MRV Systems for Fiji, held at the Grand Pacific Hotel in Suva.

The workshop was jointly organised by the Ministry of Public Works, Meteorological Services and
Transport (MPWMST) and the Global Green Growth Institute (GGGI), in partnership with the Ministry
of Oceans and Fisheries of the Republic of Korea. The consultation brought together government
agencies, maritime regulators, port authorities, shipping operators, development partners, academia and private sector representatives to strengthen Fiji’s transition towards low-carbon maritime transport.

As a nation of more than 330 islands, maritime transport remains the backbone of Fiji’s economy and a
lifeline for communities, connecting people with essential goods, services, trade, healthcare and
education. At the same time, the sector is a significant contributor to greenhouse gas emissions, making
decarbonisation a national development priority.

The workshop formed part of a regional initiative supporting Fiji, Tonga and Vanuatu to develop Low
Carbon Maritime Transport Roadmaps and establish Monitoring, Reporting and Verification (MRV)
systems that will strengthen climate action, improve emissions monitoring and support evidence-based
policymaking.

Opening the workshop, the Hon. Ro Filipe Tuisawau, Minister for Public Works, Meteorological Services and Transport, reaffirmed Fiji’s commitment to sustainable and climate-resilient maritime transport.

“Decarbonisation is not simply about reducing emissions. It is about building a maritime transport system that is more resilient, more efficient and better prepared for the future, while ensuring shipping services remain safe, reliable and accessible for every Fijian.”

The Minister also highlighted the importance of collaboration in shaping practical and nationally driven
solutions.

“This project is about much more than producing another report. It will deliver Fiji’s first comprehensive Low-Carbon Maritime Transport Roadmap, providing a strategic pathway for modernising our maritime sector and supporting Fiji’s long-term climate and development ambitions.”

His Excellency Kwon Young-Seup, Ambassador of the Republic of Korea to Fiji, underscored the
importance of international partnership in driving the transition to sustainable maritime transport.

“No country can achieve this transition alone. Sustainable maritime transport requires cooperation among governments, industries, communities, development partners, and technical experts. It also requires mutual trust – the trust to listen to one another and build solutions together.”

The Ambassador further emphasised that an inclusive approach is essential to delivering lasting
outcomes.

“Building trust means ensuring the active participation of women and marginalised groups in shaping the future of maritime transport. This project is also very meaningful in strengthening the partnership
between the Republic of Korea, Fiji and the wider Pacific as we work together towards a more
sustainable, resilient and low-carbon future.”

GGGI Country Representative for Fiji, Kiribati and Tuvalu, Mr. Norbert Maass, said the partnership
between the Government of Fiji, the Republic of Korea and GGGI demonstrated the value of working
together to deliver practical, country-led climate solutions.

“Through this initiative, we are supporting Fiji to develop the policies, investment pathways and data
systems needed to accelerate maritime decarbonisation. Together, we are laying the foundation for
informed decision-making, stronger regional cooperation, and a maritime sector that is better equipped to meet future climate and development challenges.”

Throughout the consultation, participants reviewed Fiji’s Market Assessment Report, providing technical and policy recommendations to strengthen the proposed Low-Carbon Maritime Transport Roadmap.

Discussions also focused on establishing a robust MRV framework that will enable the systematic
collection, standardisation, validation and reporting of greenhouse gas emissions data from Fiji’s maritime sector.

The workshop further reinforced the importance of Gender Equality, Disability and Social Inclusion
(GEDSI), with stakeholders endorsing guiding principles aimed at increasing the meaningful participation of women and underrepresented groups in future maritime investments, policies and decision-making processes.

The consultation delivered several important outcomes, including validated priorities for low-carbon
technologies, financing needs and port infrastructure improvements, agreement on an approach for
standardised maritime emissions data collection and reporting, strengthened commitments to inclusive
participation, and greater alignment among stakeholders on implementation priorities and future
collaboration.

GGGI is supporting Fiji under a regional programme that is helping Pacific Island countries accelerate the transition to cleaner maritime transport systems by strengthening policy frameworks, identifying
investment opportunities and building national capacity to monitor and reduce emissions.

The initiative aligns with Fiji’s Nationally Determined Contribution (NDC), the Low Emissions
Development Strategy, the National Development Plan and Vision 2050, while supporting global efforts
to reduce greenhouse gas emissions from the maritime sector.

Through continued partnership between government, industry and development partners, Fiji is
strengthening its leadership in advancing a low-carbon, resilient and sustainable maritime transport
system that supports economic growth, protects communities and contributes to regional climate action.
