Our energy work supports a model of growth that is low-carbon, resilient, and inclusive. We work with Member States to expand access to clean energy, strengthen energy systems, and support the transition to more efficient, reliable, and sustainable energy solutions. Our approach connects policy, projects, and finance so countries can move from planning to implementation. 

Our delivery model

1. Policy

We support governments in the design and development of national, sub-national, and sectoral strategies that guide just and inclusive energy transitions. This includes technical support for frameworks such as: 

• National energy transition strategies. 

• Renewable energy and energy access policies.  

• Energy efficiency plans. 

• Climate and development strategies that integrate energy into wider economic planning. 
• Regulatory and institutional frameworks that create enabling conditions for clean energy investment. 

These frameworks establish national priorities and create the policy foundation needed to guide energy transition investment and implementation. 

2. Project development

We help countries translate these priorities into concrete, investment-ready projects. Our work includes: 

• Renewable energy deployment. 

• Solar PV systems, including rooftop and utility-scale solutions. 

• Solar water pumping and productive energy use. 

• Energy efficiency in buildings, industry, and public services. 

• Energy infrastructure that supports climate resilience and sustainable service delivery. 

Through this work, we help countries move from strategy to practical interventions that expand access and accelerate the energy transition. 

 3. Finance and scale-up 

We help structure the financing needed to move clean energy from pilot activities to larger programs. This includes support for: 

• Green investment advisory. 

• Bankable project preparation. 

• Mobilization of public and private capital. 
• Sustainable finance instruments for clean energy investment.

We help deploy solar PV, solar water pumping, and other renewable energy applications that support everyday needs and productive use.

We support measures that reduce energy demand and improve performance across buildings, industry, and services.

We work to move promising clean energy solutions into larger investment-ready programs. 

• Cross-sector energy use:  

We link energy to water, agriculture, buildings, and other sectors where clean energy can multiply development impact. 

Results

Our energy work has helped turn climate ambition into practical results at scale. 

•  4 million people gained access to sustainable energy through our support for India’s public-sector thematic bond issuance. 

• 7 million people were supported through mobilized investment commitments that improved access to sustainable energy. 

• USD 500 million in financing was mobilized through India’s public-sector thematic bond issuance, supporting sustainable energy access and wider climate outcomes. 

• USD 295 million was mobilized for Jordan’s renewable energy-powered water infrastructure project, strengthening climate resilience and national water security. 

• 81 green growth policies were adopted in 29 countries, including energy-related reforms that strengthen the enabling environment for clean energy and efficiency.
