Quito, Ecuador, December 22, 2025 – As part of national efforts to consolidate sustainable finance, the Global Green Growth Institute (GGGI) supported Ecuador in the development and official publication of the Roadmap for the Green Taxonomy, a guiding instrument that establishes the conceptual and institutional foundations for the development of the country’s national green taxonomy. 

The Roadmap was developed by GGGI under two initiatives: the project, Strengthening the Governance Mechanism for Sustainable Finance in Ecuador, financed by the UK PACT program (Partnering for Accelerated Climate Transitions), and the initiative, Mobilizing International Climate Finance and Private Investment for Climate-Resilient and Low-Carbon Development in Ecuador, financed by the Green Climate Fund (GCF) and led by the Ministry of Environment and Energy (MAE) and the Ministry of Economy and Finance (MEF).

Advancing sustainable finance is a priority for the Government of Ecuador. In this context, GGGI contributes to strengthening the country’s institutional architecture by providing technical support for the creation and consolidation of initiatives such as the Ecuador Sustainable Finance Roundtable (MFS) and the development of this Roadmap. This work complements over a decade of progress made by the financial system in advancing sustainability. 

The MFS, led by the MEF, MAE, and the General Secretariat of Public Administration, Planning, and Cabinet (SGAPPG), has been consolidated as a key interinstitutional platform to advance Ecuador’s sustainable finance ecosystem. The Roundtable, with technical assistance from GGGI and the UK PACT project, works across three main pillars: 

(i) mobilization of sustainable finance and enabling conditions;
(ii) regulatory improvements in sustainable finance, including the development of the national green taxonomy; and
(iii) capacity building and knowledge exchange. 

Within this framework, the Roadmap represents an important step toward the development of the National Green Taxonomy by articulating, through a participatory approach, the contributions of a broad range of key stakeholders and sectors within Ecuador’s financial system. The document provides a technical and strategic guide for the design and implementation of the taxonomy, steering investments toward projects that promote climate-resilient, low-carbon development aligned with national sustainability objectives. 

With this milestone, Ecuador reaffirms its commitment to advancing sustainable finance and positions itself as a regional reference in promoting frameworks that facilitate the mobilization of capital toward investments with positive environmental and economic impacts.

Ecuador y GGGI impulsan la Hoja de Ruta para la Taxonomía Verde y el fortalecimiento de las finanzas sostenibles 

Quito, Ecuador, 22 de diciembre del 2025 – En el marco de los esfuerzos nacionales por consolidar las finanzas sostenibles, el Instituto Global para el Crecimiento Verde (GGGI) acompañó a Ecuador en la realización y publicación oficial la Hoja de Ruta para la Taxonomía Verde, un instrumento de carácter orientador que establece los lineamientos conceptuales e institucionales para la construcción de la taxonomía verde nacional. 

La Hoja de Ruta fue desarrollada por GGGI en el marco de dos iniciativas: el proyecto, Fortalecimiento del Mecanismo de Gobernanza de las Finanzas Sostenibles del Ecuador, financiado por el programa del Reino Unido UK PACT (Partnering for Accelerated Climate Transitions), y la iniciativa, Movilización de Financiamiento Climático Internacional e Inversiones Privadas para un Desarrollo Resiliente al Clima y Bajo en Carbono en Ecuador, financiada por el Fondo Verde para el Clima (GCF) y liderada por el Ministerio de Ambiente y Energía (MAE) y el Ministerio de Economía y Finanzas (MEF).

El impulso a las finanzas sostenibles es una prioridad para el Gobierno del Ecuador. En este contexto, GGGI contribuye al fortalecimiento de la arquitectura institucional del país, brindando apoyo técnico para la creación y consolidación de iniciativas como la Mesa de Finanzas Sostenibles del Ecuador (MFS) y la elaboración de esta Hoja de Ruta. Este trabajo complementa los avances alcanzados por el sistema financiero en materia de sostenibilidad durante más de una década. 

La MFS, liderada por el MEF, el MAE y la Secretaría General de Administración Pública, Planificación y Gabinete (SGAPPG), se consolida como una plataforma interinstitucional clave para impulsar el ecosistema de finanzas sostenibles en el Ecuador. La Mesa, que cuenta con la asistencia técnica de GGGI y el proyecto de UK PACT,  trabaja en 3 ejes principales:  

1. La movilización de financiamiento sostenible y condiciones habilitantes; 

1. la mejora regulatoria en finanzas sostenibles que incluye la construcción de la taxonomía verde nacional; y 

1. el fortalecimiento de capacidades e intercambio de experiencias. 

En este marco, la Hoja de Ruta representa un paso importante para la construcción de la Taxonomía Verde Nacional al articular, desde una perspectiva participativa, los aportes de diversos actores y sectores del sistema financiero ecuatoriano. El documento ofrece una guía técnica y estratégica para el diseño e implementación de la taxonomía, orientando las inversiones hacia proyectos que promuevan un desarrollo resiliente al clima, bajo en carbono y en línea con los objetivos nacionales de sostenibilidad. 

Con este avance, Ecuador reafirma su compromiso con el desarrollo de las finanzas sostenibles y se posiciona como un referente regional en la promoción de marcos que facilitan la movilización de capital hacia inversiones que generen impactos ambientales y económicos positivos.
