Santo Domingo, Dominican Republic, 30 June 2025 – The Dominican Republic and Sweden have signed a bilateral agreement to strengthen cooperation under Article 6 of the Paris Agreement. The agreement marks an important step toward enabling international carbon market transactions that both reduce emissions and contribute to sustainable development. 

Facilitated by the Global Green Growth Institute (GGGI), the agreement was signed by the Dominican Republic’s Ministry of Environment and Natural Resources and the Swedish Energy Agency. The agreement is a key milestone under the Swedish Article 6 Climate Cooperation Fund (ACCTIF), establishing the institutional and legal basis for future carbon credit transactions between the two countries and reflecting their shared commitment to environmental integrity and international climate cooperation. Overall through ACCTIF, GGGI has been supporting the Dominican Republic with Article 6 implementation to engage safely and confidently in international carbon markets. 

“The Dominican Republic was one of the first countries the Swedish Energy Agency began working with under Article 6,” said Caroline Asserup, Acting Director General of the Swedish Energy Agency. “This agreement is a milestone in our collaboration. The next phase will focus on developing mitigation activities that deliver real emissions reductions.” 

The Dominican Republic’s Minister of Environment and Natural Resources Armando Paíno Henríquez added: “This agreement represents a milestone in the international cooperation between the Dominican Republic and Sweden — two nations united by a shared commitment to transparency, ambitious climate action, and sustainable development. Collaborations like this are essential to advancing our climate goals and delivering tangible benefits to our country and our communities”. 

Following the signing, both countries will work toward the development of a Mitigation Outcomes Purchase Agreement (MOPA), a commercial contract of Internationally Transferred Mitigation Outcomes (ITMOs), the formal names of carbon offsets under Article 6.2. Under ACCTIF, the collaboration will also continue to focus on capacity building, governance arrangements, and project pipeline development.
